Planning Commission — 2021-04-21

The Planning Commission met April 21, 2021, approved minutes from Feb. 17 and March 3, observed a moment of silence for former chair Elizabeth Brice, and heard no citizen comments. The Commission approved the final site plan for a proposed 52,000 sq. ft. YMCA at 210 Vincit Street with relief to allow front-of-building parking and reduced parking counts (172 spaces in phase one, 65 additional in phase two for a total of 237), and imposed conditions requiring completion of Little Kidwell during phase 1 and removal of the Green Street right-of-way with a continuation of the buffer yard. The Commission approved the final site plan and subdivision plat for an outdoor grow facility on Lot K of the Centreville Business Park, voting 5–1 to condition approval on execution of a PWA addressing tree ordinance requirements within three years; the applicant requested a deferral (not a waiver) of the 15% tree canopy until the site is developed beyond the agricultural use, and staff noted no municipal water supply from Lot I and that required infrastructure must come from Laser Drive Extended. The Commission forwarded a favorable recommendation to Town Council for Ordinance 05-2021 (text amendment on buffer yard requirements for non-single-family dwellings in residential zones) with a revised Section 2.K.(2) giving the Commission authority to select the required buffer yard within the 50-foot setback based on the proposed and adjacent uses. Unfinished business items listed included accessory buildings and the comprehensive plan update, and approved building permit lists for February and March 2021 were noted.
