Planning Commission — 2021-03-03

The Centreville Planning Commission met March 3, 2021 to review a draft “Municipal Growth” section of the Comprehensive Plan prepared by Town Planner Chris Jakubiak. The draft establishes a 2020 baseline of 1,846 households (278 new housing units added 2011–2020), notes there are no developments in the approval pipeline (Providence Farm has 12 lots remaining), and calculates Zoned Development Capacity of 279 acres with theoretical capacity for 1,177 housing units concentrated on five tracts (253 acres = 94% of capacity). Commissioners discussed policy tools and limits for future growth including Development Rights and Responsibility Agreements (DRRAs), adopting an Adequate Public Facilities Ordinance (APFO), Town Council authority to object to water/sewer allocations, phasing development, resizing or rezoning higher-density districts (TND and R-3) to lower density (R-1 or a new zone), and an ordinance limiting each parcel to one equivalent dwelling unit (EDU). They noted a wastewater treatment plant expansion would take about four to five years, expressed concern about falling capacity thresholds (20% as concern, 10% as stop point), and requested Mr. Jakubiak attend a Town Council meeting to present the Planning Commission’s position on future growth.
