Planning Commission — 2021-02-17

The Centreville Planning Commission met February 17, 2021; the meeting was called to order by Chair Kara Voight and the January 20, 2021 minutes were approved (6 ayes, 0 noes, 1 abstention). No citizens spoke. The Commission approved three land-use items: (1) a Final Site Plan and Final Subdivision Plat for mini warehouses and outdoor storage on Railroad Avenue (Ashley Family Limited Partnership) with conditions to obtain any required permits for wetland buffer/stormwater/forest conservation, coordinate driveway widening with Public Works, and implement the agreed bufferyards; the plan includes a widened 30-foot concrete apron, 24-hour access, and specified landscaping. (2) A Re-subdivision Final Plat and Final Site Plan for Lot E of the Centreville Business Park (Comet Drive E, LLC & Coursevall, LLC) were approved subject to platting 10' and 5' slope easements along Coursevall Drive Extended, addressing technical comments to the satisfaction of Public Works and the Town Engineer, extending the sidewalk, adding a T-turnaround, allowing parking to the sides/rear as granted, and widening Coursevall Drive Extended to 36' curb-to-curb. (3) A Preliminary Subdivision Plat for Lot K (outdoor grow facility, Coursevall, LLC / Green Thumb Industries) was approved for Lot K (approx. 5.6 acres) with conditions to plat 10' slope easements along Laser Drive Extended and an inter-parcel access easement between Lots I and K to be reviewed by the Town Attorney; the application describes two outdoor grow areas in containers with controlled irrigation, two greenhouses and a barn, a request for relief from the 15% tree canopy requirement, a planned MDE well permit for about 10,000 gallons per day, and aquifer research by Earth Data, Inc. The Commission reviewed a proposed text amendment (Ordinance 01-2021) to allow agricultural uses in the Planned Business District, which Green Thumb Industries supports, and other items on the agenda included Ordinance 02-2021 and routine reports such as the January building permit list and a Comprehensive Plan schedule update.
