Economic Development Authority (CEDA) — 2026-06-23

These are the minutes of the Centreville Economic Development Authority (CEDA) meeting held June 23, 2026, called to order at 6:06 p.m.; attendees and staff are listed and the May 19 and June 9 minutes were approved unanimously. CEDA revisited its priority areas (including a commercial property inventory, Pennsylvania Avenue redevelopment, town-owned property redevelopment, Main Street coordination, business recruitment/retention, planning and incentives, and future waterfront/tourism work) and agreed to focus first on projects that can produce measurable results while advancing longer-term redevelopment. The board determined Slack is not an authorized communication tool because it would violate the Maryland Open Meetings Act. New business included a plan to use Resimplifi as a public-facing commercial property inventory (with analytics and website integration) while retaining the Main Street BOOMS tracker as an internal tool; the Town has also created a full-time Economic Development Manager position. Members were reminded that a Main Street Board must be established by December 31, 2026 to meet the Letter of Agreement; and the Pennsylvania Avenue town-owned parcel was reviewed, with staff noting a May 2020 agreement requires Penn Station Joint Venture to construct 80 parking spaces (which have not been built), that the Town can require construction or accept a fee in lieu, and that the parcel is within the Central Business District (C-3) and is not required to remain permanently as parking. Three subcommittees were formed; the Commercial Property Inventory Committee (Frank Divilio, Scott Eggert, Harry Kaiser) and the Town-Owned Property Committee (Chris Rosendale, Christy Puglisi, Scott Eggert) were assigned specific duties described in the minutes.
