FY2026 REVISED BUDGET $209,420,656 FY2027 PROPOSED BUDGET $230,950,880 CHANGE $21,530,224 The General Fund accounts for the largest portion of the total financial operations for Queen Anne’s County Government. General Fund appropriations are used primarily to finance the administrative activities of County Government and to provide programs and services to our citizens. The major portion of the Board of Education’s funding comes from County General Fund Dollars. County

support for Chesapeake College, the Health Department, and the libraries also come from the General Fund. Other funding sources are comprised of revenues earmarked for specific expenses. It is solely General Fund revenues that are used for basic operations and government services.

REVENUES The majority (86%) of our projected General Fund Revenues come from Property Taxes and Income Taxes.

PROPERTY TAXES FY27 Proposed $92,961,235 40.3% of the General Fund FY26 Revised $89,466,500 42.7% of the General Fund $ growth $3,494,735 % growth 3.9% Maryland State law provides that all real property is subject to a property tax; properties are assessed by the State on a triennial system, and owners are notified by the Maryland Department of Assessments and Taxation of any change in their assessment.

Eligible residential property owners receive a Homestead Tax Credit that limits the amount of the assessment to which local tax rates are applied. When assessments increase, taxes due are capped at a 5% increase per year.

The State maximum for local governments is 3.3% of net taxable income. The Queen Anne’s County Commissioners set our rate at 3.2% effective January 1, 2012. The State Comptroller’s Office administers and collects the tax and distributes the receipts to the counties and municipalities. We receive

approximately 90% of income tax in quarterly distributions of the withholdings and estimated payments.

deeds, mortgages, etc.) at the rate of $4.95 per $500 of the actual consideration to be paid for property transferred, or of the principal amount of the debt secured. Queen Anne’s County splits the proceeds from this tax; $0.50 per $500 of the tax is paid toward the funding of the economic development incentive fund, and $0.15 per $500 is paid toward funding the Critical Workforce Program. The balance of $4.30 per $500 goes into the General Fund.

1) Is this year’s budget already finalized?

No, the budget process is still underway. In addition to three public information sessions, an additional budget work session may be scheduled if needed. These sessions provide the County Commissioners with time to review, discuss, and make adjustments prior to the final vote on the FY2027 budget. The budget adoption is currently scheduled for the June 9th County Commissioners meeting, which will be held in the Commissioners

Meeting Room at 107 N. Liberty Street in Centreville. Community members are encouraged to attend and provide input.

2) Are there other sources of revenue the County can pursue instead of property taxes?

The County is statutorily limited in the types of revenue it can generate. The primary sources are property tax (40% of total revenue), income tax (46%), and recordation tax (4%). The remaining 10% is derived from various fees, licenses, and other taxes, including hotel and admissions and amusement taxes. While certain fees may be adjusted, the overall budgetary impact would be minimal. In general, new revenue sources require authorization

from the General Assembly.

3) What can be done to address vacant commercial properties and attract businesses to the County?

Supporting economic development and business attraction remains a priority for the County Commissioners, particularly as many residents currently commute outside the County for employment. Strategies to encourage business investment include targeted tax incentives, redevelopment of existing commercial properties, and comprehensive rezoning efforts. Expanding the commercial base can strengthen the County’s tax base and

provide more opportunities for residents to work and spend within the community.
