Ms. Melinda Ray, Character Counts Coordinator, presented to the Board an update on the Character Counts Program. Ms. Ray informed the Board that the school year had gone well and shared that overall percentages of teacher support and student support for the Character Counts Program was high.

Mr. Scott Haas, Director, Department of Emergency Services, presented to the Board an update of the Department. Highlights included Special Operations, Emergency Management, Community Emergency Response Teams Update, Training, Staffing, Call Volume, Projects, and New Transport Units.

WHEREAS, parks and recreation are an integral part of communities throughout this country, including Queen Anne’s County; and WHEREAS, parks and recreation promotes health and wellness, improving the physical and mental health of people who live near parks; and WHEREAS, parks and recreation encourages physical activities by providing space for popular sports, hiking trails, swimming pools and many other activities designed to promote active
lifestyles; and WHEREAS, parks and recreation programming and education activities, such as out of school time programming, youth sports and environmental education, are critical to childhood development; and WHEREAS, parks and recreation increases a community’s economic prosperity through increased property values, expansion of the local tax base, increased tourism, the attraction and retention of businesses, and crime reduction; and

Mr. Steve Chandlee, Director, Department of Parks and Recreation, submitted to the board for their approval White Marsh Park Baseball Field Lighting.
The Department of Parks and Recreation recommended to contract MUSCO to install lighting on one baseball diamond and install infrastructure for future field lighting at White Marsh Park for a total cost of $525,368. Funding is available using the Athletic Field Work Capital Project.
On a motion made by Commissioner Corchiarino, seconded by Commissioner Dumenil, the Board unanimously agreed to authorize the Department of Parks and Recreation to contract MUSCO to install lighting on one baseball diamond and install infrastructure for future field lighting at White Marsh Park for a total of $525,368.

BATTS NECK PARK SOFTBALL FIELD LIGHTING:
Mr. Steve Chandlee, Director, Department of Parks and Recreation, submitted to the Board for their approval Batts Neck Park Softball Field Lighting.
The Department of Parks and Recreation recommended to contract with MUSCO to install lighting on one softball field at Batts Neck Park for a total cost of $294,035. Parks and Recreation will be utilizing the Keystone Purchasing Network Agreement KPN-202501-03. The project is contingent upon receiving grant funding from DNR-Program Open Space of $261,364.44. The remaining amount of $32,670.56 will be funded from the Athletic Field Work
capital project.
On a motion made by Commissioner Corchiarino, seconded by Commissioner Dumenil, the Board unanimously agreed to authorize the Department of Parks and Recreation to contract MUSCO to install lighting on one softball field at Batts Neck Park for an amount of $294,035, contingent upon grant funding from DNR- Program Open Space.

EQUIPMENT PURCHASE – 2026 CHEVROLET 2500HD TRUCKS:
Mr. Steve Chandlee, Director, Department of Parks and Recreation, submitted to the Board for their approval for two 2026 Chevrolet 2500HD Trucks.
The Department of Parks and Recreation recommended the purchase of two 2026 Chevy 2500HD Double cab trucks with snow-plow package from Hertrich Fleet Services, Inc in Denton, MD for $108,688, utilizing the State of Maryland Contract. This purchase will replace RP140, a 2007 Chevy truck and RP146, a 2012 Ford truck. Funding shall come from the Capital Project Budget On a motion made by Commissioner Corchiarino, seconded by Commissioner Dumenil,
the Board unanimously agreed to authorize the Department of Parks and Recreation to purchase two 2026 Chevy 2500HD Trucks with snowplow package from Hertrich Fleet Services, Inc in Denton, MD for $108,688.

This purchase will replace RP200, a 2012 Dodge Ram 3500. Funding shall come from the Capital Project Budget.

PARKS STAGE RENTAL FEE INCREASE:
Mr. Steve Chandlee, Director, Department of Parks and Recreation, submitted to the board for their approval for an increase in the Parks Stage Rental Fees.
The Parks and Recreation Advisory Board recommended an increase in rates for Stage Rental Fees. This change in rates would be effective August 1, 2026. To summarize, the changes Parks is increasing the security deposit, transportation, and fuel surcharge fees. The base rental rate of the stage remains the same. The last time the Stage Rental fees were changed was July 1, 2013. For Non-Profits and Co-Sponsored QACPR rentals Parks proposes to waive the base
rental rate and only charge the security deposit, transportation, fuel surcharge, and toll fees.
On a motion made by Commissioner Dumenil seconded by Commissioner Corchiarino, the Board unanimously agreed to authorize the Department of Parks and Recreation to increase the rates for Stage Rentals according to their updated Rate Schedule sheet effective August 1, 2026.

MEMORANDUM OF UNDERSTANDING WITH MARYLAND DEPARTMENT OF
TRANSPORTATION – CHESAPEAKE BAY BRIDGE FLAGPOLE:
This Memorandum of Understanding is with the Maryland Transportation Authority for the newly erected flagpole at the Chesapeake Bay Bridge. MDTA is solely responsible for the maintenance and upkeep of the project. Queen Anne’s County will be accepting donations for the project.

CONSERVATION RESERVE ENHANCEMENT PROGRAM – AGREEMENT OF SALE
AND PROJECT AGREEMENT – RELIEF FARM, LLC:
Mr. Joe Pippin, Soil Conservation Aide, Queen Anne’s County Soil Conservation District presented to the Board for their approval Conservation Reserve Enhancement Program – Agreement of Sale and Project Agreement – Relief Farm, LLC.
There are 90.752 acres of the 338.553-acre property owned by Relief Farm, LLC that is ready to be submitted to the Maryland Department of Natural Resources for review and final approval. Submission of the complete CREP package includes the Agreement of Sale and Project Agreement to be signed by the County Commissioners. Total funding is being provided by the CREP Easement program through Program Open Space, no County funds are being
utilized. The Relief Farm, LLC property is located within the County Priority Preservation Area and will add to the 616.373 acres of CREP Easements that are already preserved.
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the Board unanimously agreed to execute the Conservation Reserve Enhancement Program (CREP) easement Agreement of Sale and Project Agreement for the property owned by Relief Farm, LLC.

EMERGENCY SERVICES BILLING RATE INCREASE AND ADDITION OF LIFT
ASSIST AND TREATMENT WITHOUT TRANSPORT CHARGES:
The Department of Emergency Services is in the process of implementing services with EMS|MC for ambulance billing and revenue recovery services. As part of the transition to a new billing contractor, EMS|MC conducted an analysis of Queen Anne’s County’s current ambulance rates, Medicare reimbursement trends, the 2026 Ambulance Inflation Factor, and charges assessed by neighboring Maryland jurisdictions. EMS|MC determined that the County’s existing rates are
significantly below regional benchmarks and recommended a 200% increase in transport charges to better align with prevailing market rates and improve cost recovery. In addition, EMS|MC recommended establishing charges for Lift Assist responses and Treatment Without Transport encounters. These services require the deployment of personnel, vehicles, equipment, and medical supplies but currently generate no reimbursement despite representing a growing portion of EMS
workload.

EMERGENCY MEDICAL SERVICES AMBULANCE PURCHASE:
The Department of Emergency Services recommended ordering one Ambulance with an expected delivery of 18 to 24 months. The Department of Emergency Services received approval to order one of these ambulances in FY26 due to the extended delivery dates from the manufacture and now is requesting approval to order the second one.
Staff reviewed available bids and recommended piggybacking on the Houston-Galveston Area Council Cooperative Purchasing Program. This will enable the department to procure one 2027 Ford F-550 4x4 Horton Model #623 ambulance from FESCO Emergency Sales, a Maryland-based authorized dealer for a grand total of $394,259.
On a motion made by Commissioner McLaughlin, seconded by Commissioner Dumenil, the Board unanimously agreed to authorize the Director of the Department of Emergency Services to purchase one 2027 Ford F-550 4x4 Horton Model #623 ambulance through the Houston-Galveston Area Council Cooperative Purchasing Program from FESCO Emergency Sales, in the total amount of $394,259.

PERFORMING ARTS NONPROFIT ORGANIZATION BEER AND WINE LICENSE:
At their July 7th meeting the Board of License Commissioners (Liquor Board) voted unanimously to approve proposed legislation for new beer and wine licenses. The Board respectfully requests that the Commissioners forward this legislation to our delegation for introduction at the next Legislative Session in 2027.
On a motion made by Commissioner Wilson, seconded by Commissioner Corchiarino, the Board unanimously agreed to forward the Performing Arts Nonprofit Organization Beer and Wine License legislation to our delegation for introduction at the next Legislative Session in 2027.

VETERAN TRANSITIONAL HOUSING GRANT LETTER OF SUPPORT:
This letter is in support of a grant application being submitted by Hope 4 All, Inc. for the “Hope 4 All Veterans Homes Subdivision” project to be located in Grasonville. The project includes predesign planning, schematic design, design development, vacuum main sewer upgrades, landscape, construction documents, permitting, surveying and demolition of existing homes that are in disrepair.

PROCUREMENT POLICY ADDENDUM AND DONATION AND SPONSORSHIP
POLICIES REVISION:
The Procurement Policy Addendum #1 supplements the County's existing Procurement Policy #400-010 specifically for procurements funded in whole or in part with federal grants, cooperative agreements, or pass-through federal funds — purely locally funded procurements are not affected. Its core purpose is to bring the County into compliance with the federal Uniform Guidance (2 CFR Part 200), and it explicitly states that where it conflicts with #400-010, the
Addendum controls for federally funded purchases. The most consequential provision for day-today operations is Section 4.3: the County's existing Local Vendor Preference and any other geographic preference cannot be applied to federally funded procurements — no exceptions across solicitation, scoring, tie-breaking, or award. Secondly, the Donation and Sponsorship Policy replaces the County's old "Donated Property" policy from 2010 with a much broader
Donation and Sponsorship Policy covering cash gifts, real and personal property, in-kind services, and sponsorship/naming-rights arrangements. It sets a tiered approval structure based on dollar value and type: the Director of Budget and Finance can approve unrestricted cash gifts up to $25,000 and property up to $10,000; the County Administrator can approve restricted donations and sponsorships up to $100,000; and anything above that — plus all real property
donations, naming rights, and gifts with long-term maintenance or contractual obligations — requires Board of County Commissioners approval. The County also reserves broad discretion to decline any donation that creates conflicts of interest, liability, ongoing burdens, or doesn't serve a clear public purpose, and acceptance never implies endorsement of the donor. The policy builds out controls around restricted donations, sponsorships, donated property, donated services
and volunteers, and financial controls. It also addresses tax matters — clarifying the County doesn't value donations or give tax advice — and closes with acknowledgment-letter requirements, an ethics/conflicts-of-interest clause, and a provision that only the Board of Commissioners can grant exceptions.
On a motion made by Commissioner Corchiarino, seconded by Commissioner Wilson, the Board unanimously agreed to approve Addendum #1 to the County’s Procurement Policy #400-010 and replace the County’s Donation Policy with a new Donation and Sponsorship Policy #400-011, both to be effective July 14, 2026.

BUDGET AMENDTMENT #CC-1 – BOARD OF EDUCATION ALLOCATION:
This budget amendment for $500,000 provides budget authority to fund two district-wide rotating behaviorists and four middle school mental health support staff positions as approved by the Board.
On a motion made by Commissioner McLaughlin, seconded by Commissioner Wilson, the Board unanimously agreed to approve Budget Amendment #CC-1 increasing the Board of Education FY27 Operating Budget by $500,000.
