MINUTES
Commissioner Wilson called the meeting to order at 5:50 p.m.

Dinner was provided by the Town of Barclay.
Commissioner Wilson conducted roll call of the town voting members. The following were present:

PRESENTATIONS:
 Jeff Rank, Director of Budget and Finance presented the FY27 Tax Set Off Rates
 Lara D. Wilson, MHA - Director, External Affairs & Community Liaison UM Shore
Regional Health, University of Maryland Medical System presented an update:
o UM Shore Regional Medical Center – The project remains on schedule, with an
anticipated opening in summer 2028.
o Existing hospital property – The property will be sold, and we are currently in the
process of receiving bids. UM SRH is committed to maintaining open
communication with the Town of Easton and engaging in ongoing dialogue
regarding the selected bid, as the new owner will need to request rezoning
approval from the Town.
 Shane Moore, Chief Roads Engineer, Department of Public Works reported that the 2025-
2036 Solid Waste Plan update is in process. A public hearing will be scheduled as part of
the process. Final adoption of the plan is planned for May 1st.

Towns are encouraged to incorporate disposal at Mid Shore landfill in their solid waste
disposal contracts. The Department of Public Works is available to review the contracts for
the Towns. Caroline County is positioned to host the regional landfill through 2042.

MILLINGTON: No report
TEMPLEVILLE: No report
SUDLERSVILLE: Sharon Dilks reported.
 The Town is having a good start to 2026.
 Marcia Martin attended a Community Workshop assisting with job opportunities for citizens
and working with business owners.
 Sudlersville Park Trail will be repaved by Brambles in the coming months.
 The park trail is in need of benches, and this would provide an excellent opportunity for
Eagle Scout service projects.
BARCLAY: Virginia Albers reported
 The Town of Barclay has received a
 $1,044,000 grant for a new Town Hall. A check signing is scheduled for February 27th.
 Virginia thanked 313 Deli for hosting this event.
CHURCH HILL: John Paul Griffin reported
 The Town is still awaiting the WWTP permit
 Snow removal went very well
 The Town will have its 150th Anniversary this year. A celebration event is scheduled for
June 6th.
QUEEN ANNE: Phil Starkey
 Snow Removal went well
 The Town has made an offer on Dave’s Riverside Garage property. The purchase of this 2
acre parcel would be a nice addition and tie into the park and the rivers edge property. This
would give an opportunity for a kayak launch.
 The town has spoken to the Railroad regarding a trail from Queen Anne to the edge of
Cordova. This trail would be state funded.
CENTREVILLE: Jeff Kiel reported
 The town is currently working on their budget
 The town will be holding a retreat for the Town Council on 2/19
 The town will hold fireworks this year on July 2nd at Providence. There will be music, food
and rides.
 There will be two vacancies on the Town Council this year.

QUEENSTOWN: Amy Moore reported
 After the recent snow removal it was realized that equipment needed to be replaced.
 Queenstown will have one vacancy for the Town Council
 The sewer line replacement project will be underway shortly
QUEEN ANNE’S COUNTY: Commissioner Jack Wilson reported
 Route 405 has reopened and the State is looking into other solutions for the intersection
 The County’s new ambulance to be placed in south county area will be part of the budget
talks.
 The Board of Education wants $12 million over Maintenance of Effort
 We held the 50/301 Pedestrian Trail Meeting. We are working on Federal and State funding
for the project.
 There is a 3rd local public hearing for the Chesapeake Bay Crossing Study on 2/12 at Kent
Island High School.
 The State has approved to fully fund their portion for a Regional Tech Center at Chesapeake
College. Each County will be responsible for their portion of the funds. Completion
estimate is 2028, will be approximately 50,000 sf and house 10-14 career programs.
 We are currently in the budget process with budgets due 2/13.
 The Board of Education is currently working on funding for FY27 for the design phase of a
new Middle School in Centreville.
 The Regional Jail will now become a County Jail due to the other counties backing out of
the project. The State share revenue could have possible allocation in FY28.
 We will be holding a hearing on March 10th for redlight camera and speed camera
ordinances. This legislation could be voted on at the March 24th meeting. This will enable
the County to use these items outside of a school district.
SHERIFF’S DEPARTMENT: Major Boardman reported:
 Two of the deputies will be transferring to Anne Arundel County.
 There was no damage to the fleet in the recent snow.

DISCUSSION OF NEXT MEETING DATE AND LOCATION:
The next Council of Governments meeting is scheduled for May 13th at 5:30 p.m. and will be hosted
by the Town of Queen Anne.
On a motion by Sharon Dilks, seconded by Jeff Kiel the meeting adjourned at 6:50 p.m.
