This is a status update (presented April 4, 2024) on the Town of Centreville Wastewater Treatment Plant (WWTP) upgrade and expansion project. The project would upgrade treatment (enhanced nutrient removal) using a membrane bioreactor and expand capacity from 0.542 to 1.0 MGD; alternatives for treated effluent disposal (stream discharge, Corsica River, and spray irrigation/field) are being developed in parallel. Completed tasks include adoption into the County Comprehensive Water and Sewer Plan (expansion pending discharge), meetings with MDE and interest groups, and submission of a draft Preliminary Engineering Report (PER) to MDE; current work focuses on responding to MDE comments, finalizing the PER, effluent disposal planning, public outreach, and geotechnical and mixing studies. The presented schedule lists PER concluding June 2024, design June 2025, permitting December 2025, bidding March 2026, and construction concluding December 2029; funding sources listed include BRF (~$14.9M), CDS (~$2.15M), ARPA (~$2M), Rural Development ($500,000), loans TBD, and a total revenue stream/cost figure of $38,278,008.
