Purpose To outline the duties and responsibilities of the CPD and its employees who are members of a National Guard or military reserve component of the armed forces B. Policy CPD will support employees who serve in the military. C. Procedures 1. Applicability a. The policies contained in this directive apply to short term training that lasts less than 30 days. 2. Personnel Information and Notification a. Any employee of the CPD who is a member of the military, will provide the following information to the Chief, through the Chain of Command: (1) Name and Social Security Number, (2) Identification of military unit, (3) Duty assignment or military specialty and (4) Anticipated training dates for the next year. b. Any employee who is a member of the military and changes his affiliation shall notify the Chief, through the chain of command, of said change within 10 days. 3. Military Training a. Full time employees will be granted 120 hours of military leave each calendar year to receive training. Page 1 of 2 b. Military training is considered administrative leave with pay. c. An employee will notify the Chief at least 90 days prior to attending any military training, other than routine 1 and 2 day unit trainings that occur while on the employee’s regular leave. 4. Employee’s Responsibility to CPD a. An employee’s participation will not adversely affect the operations of the CPD or the employee while on duty at the CPD. b. An employee will provide to the Chief, through the chain of command, proper military orders authorizing the training, to include specific beginning and ending dates. c. An employee must meet the established secondary employment policy. 5. CPD’s Responsibility to the Employee a. The Chief will cooperate to the fullest extent possible to accommodate the employee’s military training. b. The CPD will abide by all federal and state statutes and policies governing the employment of military personnel. c. The employee will be entitled to return to his position when military training is complete. d. The employee will not be terminated, demoted or denied any promotion because of his membership in the military. e. The CPD will not discriminate against any employee who is also member of the military, whether in hiring or retaining him. f. The policy of the Maryland National Guard concerning members of Law Enforcement is as follows: "In the event of a State emergency which would constitute a simultaneous and concurrent demand for the services of the individual by both the Maryland National Guard and the law enforcement agency, it shall be the policy of the Military Department not to initially order into the active service of the State, those law enforcement officers of the Centreville Police Department or those who are members of the law enforcement agency of the jurisdiction where the emergency has occurred. Law enforcement officers of the Centreville Police Department and the jurisdiction concerned may subsequently be ordered into the active service of the State only after coordination with the law enforcement agency concerned or upon specific order of the Governor."
