Directive 4.6 (issued 10/1/2016; revised 3/16/2017) from the Centreville Police Department, approved by Chief Charles M. Rhodes, Jr., sets the rules for promotions within the department. It defines vacancy and eligibility rules for ranks (Officer First Class, Corporal, Sergeant, Lieutenant), including minimum years of sworn service and time with CPD required for each rank, and states that candidates under suspension, indictment, or investigation are ineligible. Promotions to Officer First Class and Corporal are based on time-in-service, satisfactory performance, and a supervisor’s recommendation (forwarded at least 30 days before eligibility), and are contingent on Town Council approval and funding. Promotions to Sergeant and Lieutenant require a written exam (80% passing score on CPD policies, Maryland Motor Vehicle Law, and Maryland Criminal Law), an oral interview board with standardized questions and confidential deliberations, and supervisory recommendations; the oral board’s results are advisory to the Chief. The Chief selects candidates, notifies the Town Council for final approval, and may consider other candidates for up to one year if another vacancy occurs; if no internal candidates are suitable, the Chief and Town Council may recruit externally. All promoted supervisors must complete required supervisory/administrative training from the Maryland Police Training and Standards Commission within 12 months or face possible reversion in rank and salary adjustment.
