If the project does not qualify for a Categorical Exclusion, an Environmental Information Document (EID) must be completed by the applicant. The EID should be completed upon completion of the engineering report or schematic design, when the project scope is well defined to determine environmental consequences. Completed EID should be forwarded to the Maryland Department of Environment, Water Management Administration, Water Quality Infrastructure Program, 1800 Washington Boulevard, Baltimore, Maryland 21230.
