RE: Purchase Consideration of a 12ft Disc Harrow
In the approved FY2023 Enterprise Capital Budget was $14,000 for the purchase of a 12-ft disc
harrow for field maintenance at the Water Reuse Farm. The Town has approximately 23 acres of
border fields enrolled in a CREP (Conservation Reserve Enhancement Program) with USDA
Farm Services at the Water Reuse Farm. This program states that these areas are mandatory non-
tilled and no-mow from April 15th to August 15th. The lack of activity results in saplings
growing in certain areas each year; just mowing does not terminate or deter this. Per the
program, this is not allowed and the area must be maintained by plowing, disking and reseeding
with native grasses.
The budgeted price of $12,200 plus freight quoted 2/17/22, post-COVID inflation. Due to
inflated cost of manufacturing, freight increases, and supply chain issues only two vendors
responding, with availability and prices from $15,680 to $21,500.
Staff recommends the purchase of the 12ft Monroe-Tufline disc from Binkley & Hurst for
$15,680.
