This October 10, 2022 memorandum from Public Works Director Clifford Matthews to Town Manager Chip Koogle recommends purchasing a 12‑ft disc harrow for the Town’s Water Reuse Farm. The machine was budgeted at $14,000 in the FY2023 Enterprise Capital Budget to maintain roughly 23 acres of CREP-enrolled border fields that must remain non‑tilled and no‑mow from April 15 to August 15, where sapling growth requires plowing, disking, and reseeding. Due to post‑COVID cost increases and limited vendor responses, quotes ranged $15,680–$21,500; staff recommends buying a 12‑ft Monroe‑Tufline disc from Binkley & Hurst for $15,680 and asks for a motion to approve the purchase not to exceed that amount.

THE TOWN OF CENTREVILLE 101 LAWYERS ROW CENTREVILLE, MD 21617 410-758-1180 FAX 410-758-4741 WWW.TOWNOFCENTREVILLE.ORG MEMORANDUM October 10, 2022 TO: Chip Koogle, Town Manager FROM: Clifford Matthews, Director of Public Works RE: Purchase Consideration of a 12ft Disc Harrow In the approved FY2023 Enterprise Capital Budget was $14,000 for the purchase of a 12-ft disc harrow for field maintenance at the Water Reuse Farm. The Town has approximately 23 acres of border fields enrolled in a CREP (Conservation Reserve Enhancement Program) with USDA Farm Services at the Water Reuse Farm. This program states that these areas are mandatory non- tilled and no-mow from April 15th to August 15th. The lack of activity results in saplings growing in certain areas each year; just mowing does not terminate or deter this. Per the program, this is not allowed and the area must be maintained by plowing, disking and reseeding with native grasses. The budgeted price of $12,200 plus freight quoted 2/17/22, post-COVID inflation. Due to inflated cost of manufacturing, freight increases, and supply chain issues only two vendors responding, with availability and prices from $15,680 to $21,500. Staff recommends the purchase of the 12ft Monroe-Tufline disc from Binkley & Hurst for $15,680. Respectfully submitted for your consideration. PROPOSED MOTION: I MAKE A MOTION TO APPROVE THE PURCHASE OF THE 12FT MONROE-TUFLINE DISC HARROW FROM BINKLEY & HURST AT THE PRICE NOT TO EXCEED $15,680.
