TOWN COUNCIL OF CENTREVILLE RESOLUTION 12-2023 A RESOLUTION OF THE TOWN COUNCIL OF CENTREVILLE REDUCING THE SPEED LIMIT IN SPECIFIED SCHOOL ZONES TO 15 MILES PER HOUR DURING SPECIFIED SCHOOL HOURS WHEREAS, §21-803(b) of the Transportation Article of the Maryland Annotated Code authorizes municipalities to decrease the maximum speed limit in a school zone within the municipality to 15 miles per hour during school hours, provided the municipality pays the cost of placing and maintaining the necessary signs; and WHEREAS, §301.B.48 of the Charter of the Town of Centreville authorizes the Council to pass ordinances to regulate speed within the Town of Centreville; and WHEREAS, the Town Council passed Ordinance 04-2012, which is codified in Chapter 154 Article IV of the Town Code to establish school zones within the Town and provides that the maximum speed limit on roads within any school zone shall be the posted speed limit; and WHEREAS, §154-32.C and D. establish school zones for Kennard Elementary School, located at 420 Little Kidwell Avenue, Centreville and the half-mile radius surrounding it (“Kennard Elementary School Zone”) and Centreville Elementary School, located at 213 Homewood Avenue, Centreville and the half-mile radius surrounding it (“Centreville Elementary School Zone”); and WHEREAS, pursuant to the authorities referenced above, the Town Council wishes to reduce the maximum speed limit to 15 miles per hour within the Kennard Elementary School Zone and the Centreville Elementary School Zone during specified school hours set forth below; and WHEREAS, to be consistent with the time frames associated with school hours for the school zone speed monitoring systems in §154-35.B of the Town Code, the school hours shall be Monday through Friday from 6:00 a.m. until 8:00 p.m. (“School Hours”). NOW THEREFORE BE IT RESOLVED, by the Town Council of Centreville, acting pursuant to the authorities noted above, hereby resolves as follows: Section 1. The recitals set forth above are incorporated herein by reference and made a part of this Resolution. Section 2. The speed limit within the Kennard Elementary School Zone and the Centreville Elementary School Zone shall be reduced to 15 miles per hour during School Hours. Section 3. The Town shall place and maintain signage throughout the referenced school zones regarding the reduced maximum speed limit. Section 4. This Resolution shall be effective immediately. However, the reduced speed limit shall not be enforced until the proper signage has been placed. Page | 1 ADOPTED AND EFFECTIVE THIS day of , 2023.
