Centreville Economic Development Authority June 23, 2026 6:00 p.m.
M I N U T E S
The June 23, 2026, Centreville Economic Development Authority meeting was called to order at 6:06 p.m. by Chairperson Pat Fox, at the Wharf Building located at 101 Water Way, first floor meeting room.
The following members and staff were present: Pat Fox, Chair, Members Frank Divilio, Christine Puglisi, Chris Rosendale, Harry Kaiser, Scott Eggert, Frederick Beu, Town Council Liaison, Carolyn Brinkley, Town Manager; Gaye Adams, Town Clerk, and Peter Flint, Zoning Administrator.
As there were no changes to the agenda, Ms. Fox asked if there were any changes or edits to the May 19th meeting minutes or the June 9th Work Session minutes. There being none, Mr. Divilio made a motion to approve the minutes as presented. Mr. Rosendale seconded the motion, which passed unanimously.

Old Business a. CEDA Priorities
• Revisited the priorities established during previous meetings and agreed that the initial focus
should remain on projects capable of producing measurable results while laying the foundation for long-term economic development.
• Members emphasized the importance of balancing early successes with larger redevelopment
initiatives that will require coordination with the Town Council, Main Street, Queen Anne's County, property owners, and community partners.
• Members expressed a desire to move beyond planning discussions and begin implementing
projects that visibly demonstrate CEDA’s value to the business community and residents.
• Ms. Fox reaffirmed that its role extends beyond business recruitment and includes
redevelopment, business retention, community partnerships, strategic planning, and advising the Town Council on economic development policies.
• The initial priority areas:
o Commercial Property Inventory o Pennsylvania Avenue Redevelopment o Town-Owned Property Redevelopment o Main Street Coordination o Business Recruitment and Retention o Strategic Economic Development Planning o Development Incentives o Waterfront and Tourism Development (future initiative) o County Partnerships b. CEDA Communication- Slack
• A discussion was held in regard to using Slack.
• The Maryland Open Meetings Act prohibits private discussion among members and CEDA
must refrain from doing so.

• It was agreed that Slack is not an authorized use of communication and is a violation of the
Maryland Open Meetings Act.
New Business a. Commercial Property Inventory- Public Facing- Resimplifi- Gaye Adams
• Resimplifi lists available commercial properties within Town limits available for rent or sale.
• Automatically import listings from commercial property databases.
• Add properties manually when they are not publicly listed.
• Track website traffic and property views through analytics.
• Integrate the inventory with the Town’s redesigned website.
b. BOOMS Tracker-why it’s important to Mainstreet- Gaye Adams
• The Main Street “BOOMS Tracker” will remain an internal inventory management tool.
• A designated Main Street directive is to have a complete and updated BOOMs tracker
• Resimplifi will serve as the public-facing database for commercial properties.
• The Town has created a full-time Economic Development Manager position to expand
beyond the previous part-time Main Street role.
• Members are encouraged to attend the Main Street America presentation on July 16, 2026, at
7:00 p.m. Where was this held or what entity provided the presentation.
c. Mainstreet Program Coordination
• Part of the Letter of Agreement with the Town of Centreville a Main Street Board must be
created by December 31, 2026 to fulfill the requirements. Main street has five focus areas;
o Economic Vitality o Design o Promotion o Organization o Clean, Safe and Green
• We are a designated Main Street. The Town of Centreville will use the full Main Street
approach to support long-term, local revitalization.
d. Town Owned Property- Pennsylvania Ave- Frederick Beu, Council Member
• The property is a Town-owned parcel on Pennsylvania Avenue that has been the subject of
redevelopment discussions for several years. Previous concepts focused heavily on using the site as a public parking lot, which significantly limited development opportunities.
• Commissioner Beu reported that he had reviewed the property's legal agreements with the
Town Attorney and gathered historical planning documents.
• Existing Agreement with Penn Station Joint Venture property owner.
• The most recent agreement, signed May 2020, requires Penn Station Joint Venture to
construct 80 parking spaces on the property. Was a deadline mentioned?
• According to the Town Attorney:
o The parking spaces have not been constructed.
o The Town has the legal right to require construction of those parking spaces.
o If the Town does not require parking within the specified timeframe, Penn Station Joint Venture may instead be required to pay a fee in lieu of constructing parking.
• This potentially provides the Town with leverage and additional options moving forward.
• The property is not required to remain a parking lot.
• The agreement gives the Town the right to request parking but does not obligate the Town to
permanently dedicate the property as parking.
• The Town's Comprehensive Plan also identifies the parcel as part of the Central Business
District, (C-3), meaning it is already positioned for future commercial or mixed-use redevelopment.

• Three subcommittees were created and each member volunteered for one or more. The
subcommittees are as follows:
a. Commercial Property Inventory Committee- Frank Divilio, Scott Eggert and Harry Kaiser
• Develop and maintain a comprehensive inventory of commercial properties available for
lease or sale throughout the Town of Centreville. The committee will assist with:
o Identifying available commercial properties.
o Contacting property owners.
o Gathering information for Resimplifi.
o Promoting available commercial space.
o Working with real estate professionals.
o Supporting business recruitment efforts.
b. Town-Owned Property Committee- Chris Rosendale, Christy Puglisi and Scott Eggert
• Evaluate opportunities for redevelopment and productive use of Town-owned properties,
beginning with the Pennsylvania Avenue property. Areas of responsibility include:
o Pennsylvania Avenue redevelopment.
o Liberty/Water Street parking lot.
o Future Town-owned property opportunities.
o Parking considerations.
o Public/private partnerships.
o Redevelopment concepts.
c. CEDA Development Strategies – Pat Fox, Christy Puglisi, Kate Blackburn and Carolyn Brinkley
• Members discussed the importance of updating Centreville's Economic Development
Strategy by revisiting the 2015 spell out what RKG stands for here (RKG) Economic Development Plan. The committee will evaluate recommendations that remain relevant, identify strategies that were never implemented, and develop updated recommendations for consideration by the Authority and Town Council. Responsibilities include:
o Review of the 2015 RKG Plan.
o Recommend implementation priorities.
o Evaluate business incentives.
o Review permitting processes.
o Review development fees. Consider tax incentives.
o Recommend policy changes.
o Develop a long-term implementation strategy.
