The Centreville Economic Development Authority held its organizational meeting on April 28, 2026, welcomed newly commissioned board members, and heard brief member introductions. Members were asked to independently review the 2015 RKG Associates Economic Development Plan while the Centreville Main Street Program completes a market study and transformational plan expected in July; a PowerPoint summary of the 2015 plan was presented. Staff and support resources were identified (Main Street Manager Carol D’Agostino, Town Manager, Town Clerk, and a pending full‑time Economic Development Manager subject to the FY27 budget), and CEDA will receive Boom Tracker materials at the next meeting. The board discussed short-term priorities and properties to activate — including the FBI Annex and the Town’s Pennsylvania Avenue lot — incubator/available commercial space, creating an inventory of properties, pursuing an Arts and Entertainment District, and adding more Courthouse Green events; no citizen comments were offered. CEDA set a regular meeting time (third Tuesday at 6:00 p.m.), scheduled the next meeting for May 19, 2026, and will appoint a chair then.

Centreville Economic Development Authority Centreville Wharf, 101 Water Way, First Floor Meeting Room April 28, 2026, 3:00 p.m. MINUTES The April 28, 2026, Centreville Economic Development Authority meeting was called to order at 3:00 p.m. by Frederick E. Beu, Town Council Member. The following members and staff were present: Members Katelyn Blackburn, virtually via Teams; Christine Puglisi, Pat Fox; Chris Rosendale, Harry Kaiser and Scott Eggert; Frederick E. Beu, Town Council Liaison; Carolyn Brinkley, Town Manager; Carol D’Agostino, Main Street Manager; Gaye Adams, Town Clerk. Personal Introductions and Background • Mr. Beu greeted the newly commissioned Centreville Economic Development Authority Board members. Mr. Beu asked the members to introduce themselves and give a brief background on their experience. o Pat Fox – Ms. Fox holds a master’s degree in planning and economics and has extensive experience as a city planner. She has served on the Town of Centreville’s Planning Commission for eight years and is actively involved with Queen Anne’s County Economic Development Authority. o Scott Eggert- Has been a Centreville resident for 6 years. Computer Programmer but has created many start-ups. He has lived and worked in Australia and the Netherlands. o Harry Kaiser – Mr. Kaiser has extensive experience as a property manager, business owner and realtor. o Chritine Puglisi- A Centreville resident since 2000. Used to own a defense contracting company, now owns several commercial properties in town. Looking to rehab and fill those properties with businesses for the Town of Centreville. o Chris Rosendale- Life long Centreville resident, fishing boat captain and realtor with CR Realty. Served on the state legislature board, serves on the Ethics Committee for the National Association of Realtors and is a mentor for the Big Brothers Big Sisters program. o Frank Divilio- Mr. Beu stated Mr. Divilio is a business owner in town and a former County Commissioner for Talbot County. o Katelyn Blackburn-Serves on the QAC Arts Council and holds a degree in training and development. Creates platforms for adult learning for corporations. Page 1 of 4 Brief History and Objectives of CEDA Economic Development Plan • Mr. Beu recommended that the Board review the 47-page document independently, as its length does not allow for a comprehensive discussion during the meeting. He noted that although the plan is 11 years old, much of the information remains relevant and applicable. Mr. Beu also reported that the Centreville Main Street Program is currently completing a market study and anticipates finalizing a transformational plan in July. Summary Report from RKG Associates • Mr. Beu presented the final 2015 Economic Plan for Centreville through a PowerPoint from the RKG Associates. Page 2 of 4 Support Resources • Mr. Beu introduced Carol D’Agostino, Main Street Manager. • Ms. D’Agostino has served the Town for 13 years and is also a non-voting member of CEDA. • Ms. D’Agostino will present the Boom Tracker materials at the next meeting. • Representatives from Queen Anne’s County Economic Development Office expressed their willingness to attend CEDA meetings. Ms. Fox also serves on that board. • Mr. Beu informed the committee that, pending approval of the FY27 budget, the Town of Centreville will establish a full-time Economic Development Manager position. • Mr. Beu will serve as the Town Council Liaison to CEDA. • Ms. Brinkley, Town Manager, and Gaye Adams, Town Clerk, are available to provide support and assistance to CEDA as needed. Open Discussion • Mr. Beu invited members to share their thoughts and perspectives on the information presented throughout the meeting, specifically regarding which priorities should be addressed first. • The FBI Annex building near the Post Office was mentioned as a property we should try and get filled. • The Town owns the Pennsylvania Ave lot, Ms. Brinkley mentioned there is an old plan for the Penn Ave. property and she will get a copy to CEDA for the next meeting. • Ms. Fox brough up the 2040 Comprehensive Plan, Ms. Adams will email that to the CEDA members for review. Page 3 of 4 • Ms. Fox discussed incubator space, and current buildings for rent. Low hanging fruit- it would be good to develop a plan for those. • Mr. Rosendale mentioned his uncle owns a packing and shipping store, he will reach out to him to see if he has an interest in opening one in Centreville. • Mr. Kaiser and Ms. Fox mentioned getting connected with inventory of available commercial properties. • Mr. Beu is interested in becoming an Arts and Entertainment District. • More festivals and events on the Courthouse Green were mentioned by all. Citizen Comments • No citizen comments were offered. Mr. Beu stated that at the next meeting, CEDA should appoint a Chair. There was discussion regarding a regular meeting day and time and it was decided CEDA will meet on the third Tuesday of the month at 6:00 p.m. with the next meeting scheduled for May 19th at 6:00 p.m. at the Centreville Wharf Building..
