RESOLUTION 10-2026

A RESOLUTION OF THE TOWN COUNCIL OF CENTREVILLE SUPPORTING THE

EXPANSION OF THE CENTREVILLE WASTEWATER TREATMENT PLANT

CAPACITY FROM 542,000 GALLONS PER DAY TO 1,000,000 GALLONS PER DAY

WHEREAS, Section 901 of the Town Charter gives the Town Council of Centreville the power to construct, operate, and maintain a sanitary sewerage system and a sewage treatment plant; and WHEREAS, the Town Council of Centreville owns and operates the Centreville Wastewater Treatment Plant (“WWTP”) which currently has a permitted treatment capacity of 542,000 gallons per day (“GPD”); and WHEREAS, the current wastewater treatment plant capacity has become insufficient to

accommodate existing demands, future development, redevelopment opportunities, and longterm community planning objectives; and WHEREAS, increasing the capacity of the Centreville WWTP to 1,000,000 gallons per day (“1 MGD”) will help ensure adequate public utility services for current and future residents, businesses, schools, public facilities, and economic development initiatives; and WHEREAS, the proposed expansion will support orderly growth consistent with the

Town’s Comprehensive Plan, Queen Anne’s County Comprehensive Plan and planning efforts, state smart growth principals, and regional infrastructure needs; and WHEREAS, the Town Council of Centreville understand that any proposed expansion will be subject to all applicable local, county, state, and federal permitting, engineering, environmental review, and regulatory approval requirements, including review by the

Maryland Department of the Environment; and WHEREAS, the Town Council of Centreville desire to formally express support for the planning, engineering, funding, permitting, and implementation efforts necessary to expand the wastewater treatment capacity of the Centreville WWTP from 542,000 GDP to 1 MGD.

NOW, THEREFORE, BE IT RESOLVED by the Town Council of Centreville that the Town hereby supports the proposed expansion of the Centreville WWTP capacity from 542,000 GPD to 1 MGD; and AND BE IT FURTHER RESOLVED, that the Town Manager, Director of Public Works, and other appropriate staff are authorized and directed to coordinate with Queen Anne’s County, the Maryland Department of the Environment, funding agencies, engineers, consultants,

and other stakeholders as necessary to advance the evaluation, planning, permitting, design, financing, and construction associated with the proposed expansion; and AND BE IT FURTHER RESOLVED, that the Town shall continue to pursue all available funding opportunities, including state and federal grants and low-interest loan programs to support the project and minimize financial impacts on the Town and its ratepayers; and
