Q1: The bid documents indicate that the Contractor shall provide and service one (1) 4-
yard container and two (2) 8-yard container on a weekly basis. Would the Town consider an
equivalent service configuration using rear-load containers, such as:
• (2) 6-yard containers in place of the (2) 8-yard containers, or
• An alternative configuration providing equivalent capacity (e.g., multiple 4-
yard containers)
A1: Yes, the Town currently has a 4cu. yard unit at the Wastewater Treatment Plant which is
sufficient for that location and two 8 cu. yard units at the shop. The Town will need (and
suggest that you propose) three (3) 6 cu. yard units at the shop location instead of the two
(2) 6 cu. Yard units mentioned, as the 8 cu. yard units are frequently filled to capacity on the
weekly basis.

Q2: Has the Town decided whether they will continue to do curb side collection of recycling
or not?
A2: The Town of Centreville’s intention is to continue curbside recycling. But no, the Town
Council has not made that decision at this time and will not until the bids are reviewed and
a contract is awarded.

Q3: If the Town chooses not to continue curbside recycling, the tonnage of curbside trash
collection will increase and will the successful bidder for curbside trash collection be
notified?
A3: The successful bidder for curbside trash collection will be notified of any changes to
the curbside recycling and will have the ability to negotiate for the adjusted curbside trash
rate.

Q4: Term of the Contract - The ITB says that the term is from July 1, 2026, to June 30th, 2027,
but then it has (3-year base) shouldn’t the base period be July 1,2026 to June 30th, 2029?
A4: This is correct and was an oversite. The base period is for three years (July 1, 2026, to
June 30, 2029). The contract will contain options allowing the Town to unilaterally extend
the term of the contract by up to two (2) one-year extensions.

Q5: Can we request a CPI adjustment based on water sewer / trash for Maryland on a yearly
basis? This is a better method than trying to estimate cost (3) years out. This method would
provide better pricing for the Town as well.
A5: The Town purposely has it set up this way for ease of annual budgeting purposes.

Q6: If the waste collected is the responsibility of the hauler, and the hauler must bear the
cost of disposal, can the waste be disposed of at other facilities as long as they are a
licensed facility?
A6: No, the Town is located in Queen Annes County, and the County is part of Tri-County
Landfill. The waste must be disposed of at the Tri-County Landfill.

Q7: Can there be a fuel surcharge escalator added to the contract?
Adding a fuel surcharge escalator to a multi-year contract is both common and practical,
especially given how volatile fuel prices have been globally. based on the current
economic condition. It’s difficult to predict fuel cost over 3 years.
A simple example of how a fuel surcharge escalator could work within the contract.
Under this approach, the Contractor would submit a monthly fuel consumption report
along with their invoice. At the start of the contract, a baseline (or “floor”) fuel price would
be established—for example, $6.00 per gallon.
Ex. The Floor is $6.00 +.50 = $6.50 800-gals x .50 = $400 that will add to that month’s
invoice.
The floor is $.600 - .25 = $5.75 800-gals x -.25= $200 that amount would be deducted from
the invoice.
A7: The Town of Centreville is open to the option of a fuel surcharge. You may include that
in your bid.

Q8: Can a Force Majeure be added to the contact language?
FORCE MAJEURE
Neither party will be held responsible for failure to perform the duties and responsibilities
imposed by this Contract if such failure is due to a fire, riot, rebellion, natural disaster, war,
act of terrorism or act of God that is beyond the control of the party and that makes
performance impossible or illegal, unless otherwise specified in the Contract, provided
that the affected party gives notice to the other party as soon as practicable after the force
majeure event, including reasonable detail and the expected duration of the event’s effect
on the party
A8: No, the Town of Centreville will not be adding Force Majeure to this contract.
