The April 4, 2025 Town Council meeting was called to order at 4:00 p.m. by President Ashley H. Kaiser at the
Centreville Wharf Building, 101 Water Way (Watson Road), 1st floor meeting room. The following members and
staff were present: Ashley H. Kaiser, President; Jefferey D. Kiel, Vice President; Daniel B. Worth, Jim A.
Beauchamp, and Sandra L. Huffer, Members; Carolyn Brinkley, Town Manager; Sharon VanEmburgh, Town
Attorney; and Gaye Adams, Town Clerk.
Citizens Comments
Mr. Dan Rosendale, Mr. and Mrs. Goldsmith, Caroline Huddelston, Michelle Owels, and Kyle Holcomb
provided concerns and opposition to Emergency Ordinance 05-2025 – Administrative Search Warrants as

• Mr. Dan Rosendale thanked the Council for the amendments
• Ms. Colleen Moscove asked if this Ordinance would be re-submitted. Ms. Kaiser stated that the Council
will be working on that, and it will have to contain specific language needed in the Town Code for such
emergencies.
• Ms. Andrea Grabenstein, reporter for the Bay Times and Record Observer, asked if this Emergency
Ordinance pertained to a specific property in Town. Ms. Kaiser stated the Ordinance pertains to a public
nuisance that affects the health, safety, and welfare of the Town’s citizens.
• Mr. Billy Gordon asked if a Town of Centreville Facebook page will be created to help inform the
citizens and create more awareness on such occasions as emergency meetings. Ms. Brinkley stated that
yes, a Town Facebook page will be forthcoming.
• Ms. Brinkley and Ms. Adams also stated that on the Town’s website, there is a place to sign up for

notifications under the Government tab. Click on “Subscribe to Board and Committee Meetings” which
will provide a list to sign up for, as well as Events and Emergency alerts. Signing up for these will send
notifications via email and text message.
• The Council thanked so many citizens for coming out and reminded them that the Town has several
openings on Boards and Commissions and that they should sign up to volunteer for the Town.
Ms. Kaiser adjourned the meeting at 4:36 p.m.
