Introduction
The Applicant seeks Minor Subdivision Plat Review (§138-7 Plat Approval and §138-62 Minor
Subdivision Plat) for the creation of two lots from recently recorded administratively approved lot
line adjusted parcel located 124 Spring Street (Map 44C Parcel 488). The site (Map 44C, Parcel 488)
is approximately 24,497 square feet) is proposed to be divided into Lot 1, consisting of 13,248 sq feet
and Lot 2 of 11,249 square feet.
On March 13, 2025, an updated plat for the administrative lot line revisions for several parcels on
Spring Street was recorded (jointly applied for by both owners Vincent M Clark, Sr and the agent for
Farmingdale, LLC) KBH 53/16 A-C (MSA 1251 4733). This lot line revision modified and updated
the parcel that is currently the subject of this application (Map 44C, Parcel 488) from 33,117 feet to
24,497 square feet. This update along with the other lot line revisions in this area provides the
potential for improvement of the neighborhood and provides for an improvement by decreasing the
non-conforming lot standards.
The future land use is Residential, and the zoning of the parcel is Residential R-2. There was an
existing building on the parcel that has been demolished. There is also additional associated
infrastructure that needs to be addressed and removed.. The Planning Commission should consider
this as a required condition.
As provided in Section 138-7 and 138-62, the Planning and Zoning Commission’s role is to review
and approve, conditionally approve, or reject a minor subdivision plat. This Application was reviewed
by the Town of Centreville Technical Advisory Committee on Monday January 21, 2025, and the
applicant subsequently received, recorded the administrative lot line revision, and updated their
submittal for this proposed minor subdivision. Centreville’s TAC, including the consultant planner,
found that this proposed subdivision provides for improved conditions for the neighborhood and a
decrease in non-conforming lot dimensions. TAC further recommends that the Planning Commission,
conditionally approve the minor subdivision, conditioned upon the removal of any remaining
infrastructure associated with the demolished building.
