ORDINANCE NUMBER 03-2025
AN ORDINANCE OF THE TOWN COUNCIL OF CENTREVILLE TO AMEND THE
PROVISIONS OF CHAPTER 20, ARTICLE V OF THE TOWN CODE RELATED TO
THE CENTREVILLE ECONOMIC DEVELOPMENT AUTHORITY
WHEREAS, by Ordinance 09-2013, enacted on November 21, 2013 and effective on December
12, 2013, the Town Council amended Chapter 20 by creating Article V of the Town Code to
create the Centreville Economic Development Authority and establish responsibilities, structure
and development of this Board; and
WHEREAS, Chapter 20. Article V. Section 20-23 of the Code of the Town of Centreville sets
forth the structure and leadership of the Centreville Economic Development Authority; and
WHEREAS, by Ordinance 05-2019, enacted on May 16, 2019 and effective on June 6, 2019, the
Town Council amended Chapter 20. Article V. Section 20-23 by amending the structure and
clarifying the leadership process; and
WHEREAS, the Town Council of Centreville wishes to amend the structure;
NOW, THEREFORE, be it ordained by the Town Council of Centreville that:
Section 1. The recitals set forth above are incorporated herein by reference and made a part of
this Ordinance.
Section 2. Article V. Section 20-23 Structure shall be amended as follows:
A. The Board of Directors (Board) will be composed of nine seven members, and one
non-voting ex officio member, and two alternates, to be appointed by the Town
Council, with a 3-year term to be served on a rotating basis. With the exception of
the Board’s initial Chair which is to be directly appointed by the Town Council,
officers are to be elected by the Board and from the membership of the Board at the
Board’s first meeting after the start of the Town’s fiscal year. The Board will consist
of the following (9 7) representatives and one (1) non-voting ex officio member and
(2) alternates:
(1) One Main Street Manager or appropriate Town staff representative shall be
the non-voting ex officio member;
(2) One representative from Centreville Alive or an alternative organization
that works to promote a successful environment for business and trade
for the Town as a whole the real estate sector;
(3) One representative from the banking, finance, or financial services
industry sector;
(4) One representative of business park management or the commercial real
estate sector;
(5) (3) One representative from the Queen Anne’s County Arts Council;
(6) (4) Three resident citizens at large with experience and interest in economic
development; and
(7) (5) Two Town-based business owners/operators brick and mortar business
owners that may not necessarily reside within the Town limits;

(8) One representative interested in economic development in the Town who
may or may not reside within the Town limits; and
(9). Alternate members:
(a). Alternate 1: One resident at large
(b) Alternate 2: One Town based business or non-profit
owner/operator that may not necessarily reside within the Town
limits.
(c) Alternates may participate and vote in the absence of the
respective member of the Board who is absent.
Section 3. All new material has been underlined. Language to be deleted is shown with
strikethrough.
Section 4. This Ordinance shall become effective on the twenty-first (21) day after its
enactment.
