Town Council of Centreville Reorganization Meeting October 17, 2024 7:00 p.m.

M I N U T E S

The October 17, 2024 Town Council meeting was called to order at 7:00 p.m. by President Ashley H. Kaiser at the Liberty Building 2nd floor meeting room. The following members and staff were present: Ashley H. Kaiser, President;

Daniel B. Worth, Jim A. Beauchamp, and Jeffery D. Kiel, Members; Sandra L. Huffer, Member-Elect; Karen Luffman, Finance Officer; Chief Robert Hobbs, Centreville Police Department; Sharon VanEmburgh, Town Attorney; Carolyn Brinkley, Town Manager and Gaye Adams, Town Clerk.

• Following the Pledge of Allegiance and a moment of silence, Mr. Kiel made a motion to approve the

October 3, 2024, meeting minutes. Mr. Worth seconded the motion, which passed unanimously.

Citizens Forum No citizens offered comments.

Report of the Board of Supervisors of Elections

• Ms. Jennifer Holdgreve Vice-Chair, Board of Elections, read the August 14th Certification of Nomination,

confirming that due to the adoption of charter amendment, Resolution 12-2014, paragraph 419 effective October 14, 2014, in which, the Town of Centreville Board of Supervisors of Elections may cancel an election if uncontested. Sandra L. Huffer was nominated for a three-year term to the Town Council as she was the only candidate who filed by the August 5, 2024 deadline.

• Ms. Kaiser thanked Jim Watson, Jennifer Holdgreve, Jennifer Wilson, and Elizabeth Pearo, members of the

Board of Supervisors of Elections, for their service.

• Mr. Beauchamp made a motion to accept the Certification of Election Results by the Board of Supervisors of

Elections. Mr. Worth seconded the motion, which passed unanimously.

Swearing In of New Town Council Member

• Ms. Katherine Hager, Clerk of the Circuit Court for Queen Anne’s County, administered the oath of office for

Sandra L. Huffer as Centreville Town Council Member.

Certification of Oath Administration

• Ms. Adams read the certification of Oath Administration for Sandra L. Huffer as administered by Katherine

Hager, Clerk of the Circuit Court.

• Mr. Beauchamp made a motion to accept the Certification of Oath Administration for Sandra L. Huffer; Mr.

Kiel seconded the motion, which passed unanimously.

• The Council Members welcomed Ms. Huffer to the Council

Seating of New Council Member

• Ms. Huffer took her seat on the dais at the October 17, 2024, Town Council meeting.

Election of the Council President 2024-2025

• Mr. Kiel made a motion that Ashley H. Kaiser be elected President of the Town Council, 2024-2025. Mr.

Beauchamp seconded the motion, which passed unanimously.

• Ms. Kaiser thanked the Town Council for her re-election as President

Election of the Council Vice President for 2024-2025

• Ms. Kaiser made a motion to elect Jeffrey D. Kiel as Vice President of the Town Council, 2024-2025. Mr.

Beauchamp seconded the motion, which passed unanimously.

Council Appointments

• Mr. Worth made a motion to appoint Sharon VanEmburgh as Centreville Town Attorney for 2024-2025. Mr.

Beauchamp seconded the motion, which passed unanimously.

• Mr. Beauchamp made a motion to appoint Karen Luffman as Finance Officer for 2024-2025. Mr. Kiel

seconded the motion, which passed unanimously.

President’s Appointments

• Ms. Kaiser appointed Mr. Worth as Town Council liaison to the Centreville Planning Commission.

• Ms. Kaiser appointed Ms. Huffer as Town Council liaison to the Park Advisory Board.

• Ms. Kaiser appointed herself as Town Council liaison to Economic Development.

• Ms. Kaiser appointed Mr. Kiel as the Town Council liaison and voting member of the Queen Anne’s County

Council of Governments.

• Ms. Kaiser appointed Mr. Beauchamp as Town Council liaison to the Maryland Municipal League.

Council Member Additional Comments Ms. Huffer stated her priorities are Historic Preservation and Economic Development and she looks forward to working with the Council.

Motion to Adjourn Mr. Worth made a motion to adjourn the October 17, 2024 Town Council Reorganization meeting. Mr. Beauchamp seconded the motion, which passed unanimously. The meeting adjourned at 7:17 p.m.
