Town Council of Centreville Reorganization Meeting October 6, 2022 7:00 p.m. M I N U T E S The October 6, 2022 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Eric B. Johnson, Jr., and Ashley H. Kaiser, Members; Member-Elect Daniel B. Worth; Member-Elect Jim A. Beauchamp; Charles (Chip) Koogle, Town Manager; Karen Luffman, Finance Officer; Krystel Ebaugh, Human Resources Manager; Clifford (Kip) Matthews, Director of Public Works; A/Chief Robert Hobbs, Centreville Police Department; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Ms. Kaiser made a motion to approve the September 15, 2022 meeting minutes, as presented. Mr. Johnson seconded the motion, which passed unanimously. Closed Session Statement (i) The Town Council met in closed session on Thursday, September 15, 2022 at 7:47 p.m. at the Liberty Building, 107 N. Liberty Street, 2nd floor meeting room to discuss personnel in accordance with the Maryland Open Meetings Act. (ii) Five members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article. (iv) The Town Council discussed the following topics: Personnel – discussed the performance of an employee Actions: No actions taken. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby C. Anania, Eric Johnson, Jr. and Ashley H. Kaiser, Members; Charles (Chip) Koogle, Town Manager; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk. The meeting adjourned at 8:35 p.m. Citizens Forum No citizens offered comments. President Comments Mr. Kline thanked Mr. Jeff Kiel for his service to the Town. Report of the Board of Supervisors of Elections Ms. Brinkley read the October 3, 2022 Certification of Election Results, confirming the election of Jim A. Beauchamp for a three-year term to the Town Council and Daniel B. Worth for a three-year term to the Town Council. Mr. Johnson made a motion to accept the Certification of Election Results by the Board of Supervisors of Elections. Ms. Kaiser seconded the motion, which passed unanimously. Swearing In of New Town Council Members Ms. Katherine Hager, Clerk of the Circuit Court for Queen Anne’s County, administered the oath of office for Jim A. Beauchamp and Daniel B. Worth as Centreville Town Council Members. 2022-10-06-TC-Reorganization-Approved-Minutes Certification of Oath Administration Ms. Brinkley read the certification of Oath Administration for Jim A. Beauchamp and Daniel B. Worth, as administered by Katherine Hager, Clerk of the Circuit Court. Ms. Kaiser made a motion to accept the Certification of Oath Administration for Jim A. Beauchamp and Daniel B. Worth. Mr. Johnson seconded the motion, which passed unanimously. Seating of New Council Member Jim A. Beauchamp and Daniel B. Worth were seated as Council members. Mr. Beauchamp stated that he is humbled to be elected again. Mr. Johnson thanked Mr. Kiel for his service to the Town. Mr. Worth stated the he is happy with the results of the currently seated council. Election of the Council President 2022-2023 Ms. Kaiser made a motion that Steven K. Kline be elected President of the Town Council, 2022-2023. Mr. Johnson seconded the motion, which passed unanimously. Election of the Council Vice President for 2022-2023 Mr. Kline made a motion to elect Ashley H. Kaiser as Vice President of the Town Council, 2022-2023. Mr. Beauchamp seconded the motion, which passed unanimously. Council Appointments Mr. Worth made a motion to appoint Sharon VanEmburgh as Centreville Town Attorney for 2022-2023. Ms. Kaiser seconded the motion, which passed unanimously. Ms. Kaiser made a motion to appoint Karen Luffman as Finance Officer for 2022-2023. Mr. Johnson seconded the motion, which passed unanimously. President’s Appointments Mr. Kline appointed himself as Town Council liaison to the Centreville Planning Commission. Mr. Kline appointed Ms. Kaiser as Town Council liaison to the Park Advisory Board. Mr. Kline appointed Mr. Johnson as Town Council liaison to the Centreville Economic Development Authority Ad Hoc Committee. Mr. Kline appointed Mr. Worth as the Town Council liaison and voting member of the Queen Anne’s County Council of Governments. Mr. Kline appointed Mr. Beauchamp as Town Council liaison to the Maryland Municipal League. Citizens Comments No citizens offered comments. Motion to Adjourn Mr. Worth made a motion to adjourn the October 6, 2022 Town Council Reorganization meeting. Mr. Beauchamp seconded the motion, which passed unanimously.
