Town Council of Centreville November 4,2021 7:00 p.m.
MINUTES
The November 4,2021Town Council meeting was called to order at7:09 p.m.by President Steven K. Kline at the Liberly Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby Anania, Eric Johnson and Ashley Kaiser, Members; Steve Walls, Town Manager; Charles (Chip) Koogle, Interim Town Manager; Sharon VanEmburgh, Town
Attorney; Clifford (Kip) Matthews, Director of Public Works; Chief Joe Saboury, Centreville Police Department;
Krystel Ebaugh, Human Resources Manager; and Beffy Jean Hall, Administrative Assistant.

Following the Pledge of Allegiance and a moment of silence, Mr. Johnson made a motion to approve the October 21,2021 meeting minutes, as presented. Ms. Kaiser seconded the motion, which passed unanimously.
Closed Session Statement
(i) The Town Council met in closed session on Thursday, November 4,2021 at 6:15 p.m. at the Liberty Building,
107 N. Liberry Street, 2nd floor meeting room to discuss personnel and land acquisition in accordance with the Maryland Open Meetings Act. (ii) Five members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article.
(iv) The Town Council discussed the following topics:
Personnel - Interviewed candidates for boards and commissions Land acquisition - Discussed potential acquisition of land Actions: No actions were taken.
The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby C. Anania, Eric B. Johnson, Jr, and Ashley H. Kaiser, Members; Steve Walls, Town Manager; Charles (Chip) Koogle, Interim Town Manager; Sharon VanEmburgh, Town Attorney, and applicants for boards or commissions were present for a portion of the meeting.
The meeting adjourned at 7:00 p.m.

Old Business a. Text Amendment o Mr. Kline read Ordinance 12-2021 for the purpose of amending the Town's ZoningOrdinance codified as Chapter 170 of the Town Code to allow the Planned Unit Development District as an overlay Zoning District in the Traditional Neighborhood District, to amend the Traditional Neighborhood District provisions, and all regulations that accompany in order to administer and enforce the Town's Zoning
Ordinance more effectively.
o Ms. Kaiser made a motion to accept the favorable recommendation of the Planning Commission and pass Ordinance 12-2021. Mr. Johnson seconded the motion, which passed 4:1 with Mr. Kiel opposed.

Ordinance 13-2021 - Zonins.Text Amendment Chapter 138 a Mr. Kline read Ordinance 73-2021for the purpose of amending the Town's Subdivision Regulations codified as Chapter 138 to include provisions regulating woonerfs, to revise the sidewalk standards, to allow the Planning Commission to grant flexibility in the general street standards for Planned Unit Development projects and all regulations that accompany in order to administer and enforce the Town's
Subdivision Regulations more effectively.
a Ms. Kaiser made a motion to accept the favorable recommendation of the Planning Commission and pass Ordinance 13-2021. Ms. Anania seconded the motion, which passed 4:l with Mr. Kiel opposed.

seconded the motion, which passed unanimously.

End of Year Decisions o Ms. Ebaugh discussed the End of Year Decisions as follows:
o Employee holiday bonus ($100 bonus plus $15 ACME Gift Card for turkey) approved.
o Employee Christmas breakfast (Friday, December 10, Centreville Wharf Building, 2'd floor meeting room, 8:30 a.m.) approved.
o Town Council meeting December 16,2021to be decided at a future meeting.
o Continuation of the observance of Juneteenth Day approved as it is a federal holiday.
o Christmas holiday observance to include December 23 and December 24 approved.
o Annual appreciation dinner will be held January 22,2022 at the American Legion.
o No gift suggestions were offered for volunteers on boards and commissions.

Reports of Boards and Commissions a.
Maryland Municipal League .
Ms. Kaiser had nothing to report related to the Maryland Municipal League.

Council of Governments o Mr. Kiel repofted the next meeting is scheduled for November 10 c.
Park Board o Ms. Anania reported volunteers are needed for decorating the Town on Sunday, November 28, Noon at the town square.
d.
Economic Development o Mr. Johnson stated that he has not had the opportunity to meet with Paige Tilghman, Economic Development Manager as of yet to discuss his vision and goals for CEDA however, there is an opportunity to meet with residents of Symphony Village for a feedback session that is scheduled for Monday, November 8, 3:30 pm at the Clubhouse.

Centreville Planning Commission o Mr. Kline stated there was no report at this time from the Planning Commission.
Reports of Department Heads a.
Town Manager:
o Mr. Walls reported on the following:

Hired a part-time Code Enforcement Officer and will be conducting training for that individual.
o Weedon Street construction project is going very well. Water and sewer lines have been installed. A pressure test was conducted on the water lines today.
o Following up on typical zoning matters.
b.
Chief of Police .
Chief Saboury reported the Centreville Police Department successfully passed the Federal 1033 Program Audit for the surplus military equipment that was received by the police department several years ago.
o The Department received authorization for the transfer of a four-wheel-drive Humvee rescue vehicle from the Queen Anne's County Sheriff s Office which should be operational by winter.
e The speed trailer was delivered November 3'd. This is a great tool that has a lot of builrin collection and analysis of speeds and times of day that speeding vehicles are traveling the roadway.
Citizens Forum No citizens offered comments.
Council Roundtable o Ms. Kaiser encouraged attendance atthe 2d First Friday event.
o Mr. Johnson reiterated what Ms. Kaiser stated.

Mr. Kiel stated he has been tasked with continuing research into the possibility of a dog park and has spoken with a couple of citizens about their tax bills and water bills.
r Mr. Kline stated the Town has multiple vacancies on multiple boards and commissions. Please contact a Council member or e-mail the Town for an application.
Motion to Adjourn There being no further business, Mr. Kiel made a motion to adjourn the Novemb er 4,2021 Town Council meeting.
Mr. Johnson seconded the motion, which passed unanimously. The meeting adjourned at7:39 p.m.
