This is the Town Council of Centreville reorganizational meeting on October 7, 2021 where the Council approved prior minutes, accepted the Board of Supervisors of Elections’ certification, and swore in Officer Benjamin Sachs and newly elected Council members Eric B. Johnson, Jr. and Ashley H. Kaiser. The Council elected Steven K. Kline as President and Jeffrey D. Kiel as Vice President, appointed Sharon VanEmburgh as Town Attorney and Karen Luffman as Finance Officer, and set Council liaisons (Planning Commission, Park Advisory Board, Centreville EDA Ad Hoc Committee, Queen Anne’s County COG, Maryland Municipal League).

Town Council of Centreville Reorganizational Meeting October 07, 2021 7:00 p.m. M I N U T E S The October 07, 2021 Town Council Reorganizational Meeting was called to order at 7:00 p.m. by Council President Timothy E. McCluskey at the Liberty Building, 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Timothy E. McCluskey, President; Steven K. Kline, Vice President, Jeffrey D. Kiel, Member; Eric B. Johnson, Jr., Member-elect; Ashley H. Kaiser, Member-elect; Steve Walls, Town Manager; Charles (Chip) Koogle, Interim Town Manager; Sharon VanEmburgh, Town Attorney, Clifford (Kip) Matthews, Director of Public Works; Chief Joe Saboury, Centreville Police Department; Karen Luffman, Finance Officer; Krystel Ebaugh, Human Resources Manager; Carol D’Agostino, Main Street Manager; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Mr. Kiel made a motion to approve the September 16, 2021 minutes, as presented. Mr. Kline seconded the motion, which passed unanimously. Appearances Mr. McCluskey swore in Benjamin Sachs as an Officer of the Centreville Police Department. Citizens Forum Joe Brown, Concerto Avenue, offered comments. President Comments Mr. McCluskey made comments on his 12 years on the Centreville Town Council and his pride in the amount of work that has been accomplished during his tenure. He thanked various staff members and wished the new and current Council Members well in their endeavor. Report of the Board of Supervisors of Elections Mr. Jim Watson, Chair, Board of Supervisors of Elections, read the October 4, 2021 Certification of Election Results, confirming the election of Eric B. Johnson, Jr. for a three-year term to the Town Council and Ashley H. Kaiser for a two-year term to the Town Council. Mr. Kline made a motion to accept the Certification of Election Results by the Board of Supervisors of Elections. Mr. Kiel seconded the motion, which passed unanimously. Swearing In of New Town Council Members Ms. Katherine Hager, Clerk of the Circuit Court for Queen Anne’s County, administered the oath of office for Eric B. Johnson, Jr. and Ashley H. Kaiser as Centreville Town Council Members. Certification of Oath Administration Ms. Brinkley read the certification of Oath Administration for Eric B. Johnson, Jr. and Ashley H. Kaiser, as administered by Katherine Hager, Clerk of the Circuit Court. Mr. Kiel made a motion to accept the Certification of Oath Administration for Eric B. Kaiser. Mr. Johnson seconded the motion, which passed unanimously. Seating of New Council Member Eric B. Johnson, Jr. and Ashley H. Kaiser were seated as Council members. Mr. Kline welcomed the new members to the Town Council. He stated that Mr. McCluskey was a stellar part of the Town of many years and has worked extremely hard over the past 12 years. Mr. Kline thanked Mr. McCluskey for his knowledge and support. Mr. Kiel welcomed the new members and thanked Mr. McCluskey for the time he took to work with him over the last year during his time on the Council. Mr. Johnson thanked the citizens who elected him and thanked Mr. McCluskey for his dedication and hard work over the past 12 years. Ms. Kaiser stated that she is excited to work with her fellow Council Members and thanked Mr. McCluskey for his time on the Council. Election of the Council President 2021-2022 Mr. Kiel made a motion that Steven K. Kline be elected President of the Town Council, 2021-2022. Mr. Johnson seconded the motion, which passed unanimously. Election of the Council Vice President for 2021-2022 Mr. Kline made a motion to elect Jeffrey D. Kiel as Vice President of the Town Council, 2021-2022. Ms. Kaiser seconded the motion, which passed unanimously. Council Appointments Mr. Kiel made a motion to appoint Sharon VanEmburgh as Centreville Town Attorney for 2021- 2022. Ms. Kaiser seconded the motion, which passed unanimously. Mr. Johnson made a motion to appoint Karen Luffman as Finance Officer for 2021-2022. Mr. Johnson seconded the motion, which passed unanimously. President’s Appointments Mr. Kline appointed himself as Town Council liaison to the Centreville Planning Commission. Mr. Kline appointed Ms. Anania as Town Council liaison to the Park Advisory Board. Mr. Kline appointed Mr. Johnson as Town Council liaison to the Centreville Economic Development Authority Ad Hoc Committee. Mr. Kline appointed Mr. Kiel as the Town Council liaison and voting member of the Queen Anne’s County Council of Governments. Mr. Kline appointed Ms. Kaiser as Town Council liaison to the Maryland Municipal League.
