Town Council of Centreville September 17, 2020 7:00 p.m. M I N U T E S The September 17, 2020 Town Council meeting was called to order at 7:00 p.m. by President Jeffrey C. Morgan at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Jeffrey C. Morgan, President; Timothy E. McCluskey, Vice President; Steve Walls, Town Manager; Chief Joe Saboury, Centreville Police Department; Clifford Matthews, Director of Public Works; Karen Luffman, Finance Officer; Paige Tilghman, Economic Development Manager; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Mr. McCluskey made a motion to approve the September 3, 2020 minutes, as presented. Mr. Morgan seconded the motion, which passed unanimously. Citizens Comments No citizens comments were received. Appearances a. Centreville Police Department – Oath of Office Mr. Morgan swore in Joseph S. Saboury as the new Chief of Police for the Centreville Police Department. Chief Saboury stated that he began his position on Tuesday, September 15th and thanked former Chief Kenneth Rhodes for all of his help during the transition. Mr. McCluskey thanked former Chief Rhodes for his time in helping the transition. New Business a. FY2020 End of Year Budget Update Ms. Luffman presented the following information: General Fund: Revenues exceeded Expenditures by $626,195 Local Income Tax received under budget by $16,734 Highway User Revenue received under budget by $55,900 License/Permits received $46,263 more than budget Charges for Services received $52,130 more than budget Overall revenue was $5,834 under FY20 budget amount Enterprise Fund: Expenditures exceeded Revenues by $339,624 Water/Sewer user fee revenue received 100% of expectation ($26,634 over FY20 budget) Water/Sewer allocations was $86,103 under FY20 budget Overall revenue was $17,838 under FY20 budget amount A10 - Legislative Will require budget amendment of $5,555. Legal fees for Council of 5 put this over budget A70 – Planning & Zoning Was $13,281 under budget A81 – Buildings Will require budget amendment of $6,408. Higher than anticipated costs on 105 N. Liberty Street repairs on the aging building put this over budget A92 – Administration $42,746 under budget B10 – Police Department $70,061 under budget $55,995 in encumbered overtime C11 – Streets $205,034 under budget $19,937 in encumbered overtime $3,378 in encumbered Safety/Education/Training $500 in encumbered Conventions/Meetings $1,000 in encumbered Lodging, Food, and Travel C22 – Waste Removal $3,090 under budget 2020-09-17-TC Approved Minutes.doc Page 1 of 3 D10 – Parks $3,692 under budget H40 – Main Street $11,694 under budget H60 – Cemetery Will require budget amendment of $6,398. Increase in number of grave openings/caretaker building fire restoration damages. She stated that the increase in the number of grave openings is covered under revenue however, the expenses will need to be amended. H90 - Watershed $7,604 under budget 7-C21 – Sewer (Enterprise Fund) $69,180 under budget $7,186 in encumbered for Safety/Education/Training $366 in encumbered Conventions/Meetings $500 in encumbered Lodging, Food, and Travel 7-C24 – Water (Enterprise Fund) Was $20,863 under budget $7,072 in encumbered Safety/Education/Trainings $500 in encumbered Conventions/Meetings $358 in encumbered Lodging, Food, and Travel 7-C25 – Farm / Spray Irrigation $5,919 under budget b. Ordinance 10-2020 – FY2020 Budget Amendment – First Reading Mr. Morgan read Ordinance 10-2020 for the purpose of amending the Town of Centreville Fiscal Year 2020 Budget and all things related generally thereto. Ms. Luffman reported, as noted in the FY2020 end of year update previously given, there are three departments: A10-Legislative, A81-Buildings, and H60-Cemetery that will need budget amendments. She stated that this is needed to balance the budget versus actual for end of the fiscal year. There was discussion regarding holding a public hearing for Ordinance 10-2020 at the October 1st Town Council meeting. c. FY2020 Audit Update Ms. Luffman reported that the Finance Office has been working with the auditors to gather information relevant to the FY2020 audit. She stated that field work will begin within the following two weeks. d. Resolution 11-2020 – Permit / Development Review Fees Mr. Walls read Resolution 11-2020 for the purpose of establishing certain fees, charges, and expenses to be paid to the Town of Centreville pursuant to the authority set forth in the Town of Centreville Charter, Town of Centreville Zoning Code, Section 170-63, and all matters relating to said rates, fees, and charges. Mr. Walls reported that staff have been working on updating the fee schedule over the past year. He stated that some rates have not been raised in nearly 20 years. Mr. McCluskey stated that he is in favor of moving forward and passing this resolution however, feels it should be tabled and allow the new Council weigh in this decision. Mr. McCluskey requested it be added to the December 4th Town Council agenda. Reports of Department Heads a. Town Manager Mr. Walls reported the following: Working on developer agreements Working on building permits and zoning matters Support the transition of the new Police Chief b. Chief of Police Report Chief Saboury reported that he is grateful for the opportunity to accept his appointment of Chief of the Centreville Police Department. Meil as Acting Chief as well as the whole department. c. Director of Public Works Mr. Matthews stated that, as of yesterday, the Public Works Department is fully staffed. d. Director of Finance Ms. Luffman said the Finance Office is working on audit. e. Economic Development Manager Ms. Tilghman reported the following: Updating the list of businesses Town was able to pull through COVID-19 with, while unfortunate, only a few businesses closing There have been signs of investment in the Town and she is working with those inquiries CEDA meets on September 29th and they will be looking at the marketing efforts Citizens Forum No citizens comments were received. Council Roundtable Mr. McCluskey reported that the Planning Commission is continuing their work on the Comprehensive Plan and moving forward with reviewing and drafting updates. Halloween was discussed and the Council agreed to send out the guidelines that were released by the County for trick-or-treating. Mr. Morgan reviewed upcoming events and meetings. Motion to Adjourn There being no further business, Mr. McCluskey made a motion at 7:34 p.m. to go into closed session to discuss personnel. Mr. Morgan seconded the motion, which passed unanimously. Following the closed session, Mr. McCluskey made a motion to adjourn the regular meeting. Mr. Morgan seconded the motion, which passed unanimously.
