Town Council of Centreville December 14, 2023 7:00 p.m.
M I N U T E S
The December 14, 2023 Town Council meeting was called to order at 7:00 p.m. by President Ashley H. Kaiser at the Liberty Building located at 107 North Liberty Street, 2nd floor meeting room. The following members and staff were present: Ashley H. Kaiser, President; Eric B. Johnson, Jr., Vice President; and Daniel B. Worth and Jim A.
Beauchamp (via Zoom), Members; and Carolyn Brinkley, A/Town Manager.
• Following the Pledge of Allegiance, Ms. Kaiser stated council is in receipt of a mitigation plan from
GTI which is on the agenda for January 4.
Citizens Comments Jaime Johnson, Little Kidwell Avenue offered comments.
Public Hearing: Resolution 11-2023 – Centreville Comprehensive Plan
• Ms. Kaiser called the hearing to order for Resolution 11-2023 for the purpose of adopting the Town of
Centreville Comprehensive Plan: 2040 pursuant to the Land Use Article of the Annotated Code of Maryland at 7:05 p.m.
• Mr. Worth provided background on Resolution 11-2023 stating that the Planning Commission has been
working on and making progress on this plan for two years. The Town Council requested changes to the Plan after the first public hearing which the Planning Commission has incorporated.
• Ms. Brinkley verified the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
• There being no legal matters relating to the jurisdiction of the Town Council of Centreville nor any
objections regarding the Notice of Public Hearing, Ms. Kaiser asked for comments from anyone in favor of Resolution 11-2023.
• No one spoke in favor.
• Ms. Kaiser asked for comments from anyone opposed to Resolution 11-2023.
• No one spoke in opposition.
• Mr. Johnson made a motion to adjourn the public hearing. Mr. Worth seconded the motion, which
passed unanimously. The public hearing for Resolution 11-2023 adjourned at 7:08 p.m.

Old Business a. Resolution 11-2023 – Centreville Comprehensive Plan: 2040 – Sponsored by Council Member Worth
• Resolution 11-2023 for the purpose of adopting the Centreville Comprehensive Plan: 2040
• Mr. Worth stated he is in favor of adopting the Plan.
• Ms. Kaiser thanked the Planning Commission Chair, Ms. Willis for spearheading the effort in
compiling a very responsible, well-written plan that she is proud to support.
• Mr. Worth made a motion to approve Resolution 11-2023 – Centreville Comprehensive Plan: 2040.
Mr. Johnson seconded the motion, which passed unanimously.

Council Roundtable Ms. Kaiser stated it has been a wonderful Hannukah in Centreville having the menorah and thanked Town staff 2023-12-14-TC-Minutes Page | 1 and Councilmember Johnson for their efforts.
Motion to go into Closed Session – Council President There being no further business, Mr. Johnson made a motion to go into closed session. Mr. Worth seconded the motion. The meeting was adjourned at 7:13 p.m.
