Centreville Planning Commission Work Session March 1, 2023 7:00 p.m.
MINUTES
The March 1, 2023 Centreville Planning Commission work session was called to order at 7:00 p.m. by Kara Willis, Chair, in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis, Chair;
Tim Zuella, Vice Chair; and Wendy Emerson, Member; Steven K. Kline, Town Council President; Christopher Jakubiak, Town Planner and Betty Jean Hall, Administrative Assistant.

Discussion a. Comprehensive Plan Discussion
• Ms. Willis provided the Queen Anne’s County Zoning descriptions that are allowable at the property
known as Log Canoe Circle and the descriptions for the zoning district that was created for the medical facility on Rt. 50. The purpose of providing these descriptions was to have an idea of what the Town of Centreville may want to include in a new Technology Enterprise District (TED) zone.
• The warehouses that are being constructed on Mistletoe Drive in Easton has a campus-like setting that is
desirable for the future TED zone in Centreville.
• Mr. Jakubiak stated it is appropriate to characterize the uses that are being sought for Centreville.
• The last paragraph on page 26 of the Draft Comprehensive Plan was reworded to read: This Plan
recommends the land in this area be reserved for master developed, cohesively planned projects corporate, business, and professional office complexes, medical and technology campuses are some uses envisioned within a park like setting.
• The heading at the top of page 26 should be changed to read: Technology Enterprise District. The
lavender color on the Future Land Use Map should also be relabeled as Technology Enterprise District.
• The first and second paragraphs under the new Technology Enterprise District heading should be
reworded to match the reworded last paragraph.
• The growth area on the southwest of the current Town boundary was determined to be unnecessary and
should be removed.
• Mr. Jakubiak stated the Planned Unit Development (PUD) does not have to be shown on the Future Land
Use Map per se but he does want the opportunity to review how it can be applied in patterns of development.
• Mr. Jakubiak stated the Planning Commission has the right to recommend in the Plan that Growth
Allocation not be approved by the Town Council on the Carter Farm because of its location within the Critical Area.

Council Member Report
• Town Council President Kline stated Jeff Kiel is doing some code enforcement for the Town in the absence of
Bob Davis who is scheduled to return in May. WATEK made a presentation during a January Town Council meeting in reference to discharging wastewater effluent in injection wells into the drinking water aquifer.
Maryland Department of the Environment has clarified the Town does not have to own a farm to discharge on the farm but Queen Anne’s County has a requirement that the Town owns the farm for discharge purposes. Town Council election will be held in October, two seats will be open.
