Centreville Planning Commission Work Session February 1, 2023 7:00 p.m.

MINUTES

The February 1, 2023 Centreville Planning Commission work session was called to order at 7:01 p.m. by Kara Willis, Chair, in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis, Chair; Tim Zuella, Vice Chair; Mitchell Delaney, Secretary; Pat Fox, Wendy Emerson, Nancy Emerick and Jeff Kiel, Members; Steven K. Kline, Town Council President; Charles (Chip) Koogle, Town Manager, and Betty Jean Hall,

Administrative Assistant.

Discussion a. Comprehensive Plan Discussion

• Ms. Willis stated this work session was scheduled after citizen feedback from the public hearing on the

Draft Comprehensive Plan. It appeared that the members were not in agreement on some of the things in the Draft Plan.

• Ms. Fox has concerns about the potential number of residential dwellings that could be built within the

growth areas.

• Mr. Kline stated the county cannot grow right next door without connecting to the Town’s wastewater

plant. State law states major subdivisions cannot be on septic.

• Mr. Koogle stated the County cannot force the Town to annex land.

• Mr. Kline stated the Draft Plan has identified protected acres for growth. Development cannot be

overlayed onto MALPF Easements.

• Ms. Willis reviewed the language on page 27 of the Draft Plan concerning the intersection of Rt. 213 &

301.

• Mr. Koogle suggested to leave the purple circle that is on the Draft Plan Future Land Use map at the Rt.

213 & 301 intersection and state this is concordant with the Town Council’s overt desire and letter sent to the Queen Anne’s County Planning Commission that expressed if this area is developed Centreville would like a say and the opportunity to annex those properties as part of the Town.

• Mr. Kline stated in order to be annexed into Town, payment of allocation fees for EDU’s is required as

well as, payment for use capacity at the sewer plant.

• Mr. Kline stated he believes the Town should prioritize growth down the Rt. 304 corridor, not down the

Rt. 213 corridor.

• The focus of the discussion turned to the Rt. 304 corridor and what types of uses should be allowed to

develop there. Mr. Kline would like to see healthcare and technology uses.

• Density is discussed on pages 16 & 17. It was noted that the potential housing units on Table 2 do not

match the numbers on the map (Figure 5) on page 17.

• Ms. Emerick commented there are no available affordable apartments in Centreville.

• Mr. Kline stated the best way to get to affordable housing is to not create any additional barriers to

creating accessory dwelling units, to creating villa style joined homes, and multi-family units. What is keeping home prices up is a hundred years of single-family housing zoning. Eighty-five percent of housing on the Eastern Shore is single-family housing.

• Ms. Willis believes revising the existing Zoning Code to allow accessory dwelling units within R-1 and

R-2 would be beneficial.

• The members of the Planning Commission came to a consensus that the potential housing units number in

the Draft Plan should be lower.

• The members agreed to reworking the PUD language to better suit their vision for providing a denser

option to developers for large scale projects.

• Mr. Kline stated it is incumbent upon the Town Council and Planning Commission that the PUD is made

much simpler to meet the Town’s needs.

• Mr. Koogle stated the Town needs the Comprehensive Plan completed for Maryland Department of the

Environment to approve the water/wastewater plan.
