Town Council of Centreville February 16, 2023 7:00 p.m.

M I N U T E S

The February 16, 2023 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Steven K. Kline, President; Ashley H. Kaiser, Vice President; and Daniel B. Worth, Members; Charles (Chip) Koogle, Town Manager; Clifford (Kip) Matthews, Director of Public Works; Chief Robert Hobbs, Centreville

Police Department; Krystel Ebaugh, Human Resources Manager; Sharon VanEmburgh, Town Attorney; Karen Luffman, Finance Officer; Carol D’Agostino, Main Street Manager; and Carolyn Brinkley, Town Clerk.

 Following the Pledge of Allegiance and a moment of silence, Ms. Kaiser made a motion to approve the February 2, 2023 meeting minutes, as presented. Mr. Worth seconded the motion, which passed unanimously.

Citizens Forum No citizens offered comments.

Appearances a. Centreville Police Department – New Officer Introductions  Chief Hobbs introduced Joseph Beans and Nataly Amaya as the newest officers with the Centreville Police Department.

 Mr. Worth administered the oath of office for each officer.

b. Events Update – Carol D’Agostino, Main Street Manager  Ms. D’Agostino presented the following memo:

 Mr. Kline made a motion to waive Chapter 7, Article I, Section 7-2A of the Code of the Town of Centreville to allow the consumption of alcoholic beverages at the 2023 Drink Maryland: Centreville – A Maryland-Made event on June 17, 2023 between the hours of noon and 5:00 p.m. Ms. Kaiser seconded the motion, which passed unanimously.

 Ms. D’Agostino also gave an update the of the new businesses opening in Centreville.

Old Business a. Rules of Council  Mr. Kline and Ms. Kaiser stated they are working on the rules of Council and will distribute to the rest of the Council Members prior to the March 2nd meeting.

Reports of Boards and Commissions a. Council of Governments  Mr. Worth stated COG meets again on March 8th to discuss tax set-off and there may be a discussion on the APFO.

2023-02-16-TC-Approved-Minutes b. Park Advisory Board  Ms. Kaiser had nothing to report.

c. Centreville Planning Commission  Mr. Kline reported that the Planning Commission met the previous night for the 2nd public hearing on the Community Plan and they also approved the final site plan and subdivision plat for Taco Bell.

Reports of Department Heads a. Town Manager  Mr. Koogle reported the following:

 Followed-up with the Maryland Department of the Environment (MDE) regarding the possibility of leasing a farm as opposed to buying. MDE stated that the Town could lease a farm dependent upon the geological study; however, Queen Anne’s County’s Comprehensive Water and Sewer Plan requires ownership by the municipality in order to spray treated effluent.

 There is a water reuse conference in Atlanta, GA that he and Mr. Matthews are interested in attending. He will send the cost to the Council to review.

 There was a hearing in Annapolis on SB407 on water reuse. There was no opposition to the bill however, there were numerous edits.

 SB392 is proposing $10 million per year for water treatment plants.

 Finishing up the Preliminary Engineering Report (PER) for the wastewater treatment plant and will be moving in to the design phase.

 The ARRA grant from 2013 along with the 2012 bond could potentially be paid off and would add an additional $300,000 per year back into the operating and capital budgets.

 Have been meeting with legislators related to the upgrade of the WWTP.

 Centreville is currently in the State budget for $14.9 million for the upgrade of the WWTP.

 Reached back out to the Office of Cemetery Oversight and have not heard back.

Council Roundtable  Mr. Worth reported that he met with Governor Moore this week when he visited the Kennard African American Cultural Heritage Center.

 Ms. Kaiser asked everyone to keep Council Member Johnson in prayers for the loss of his brother as well as dealing with health issues.

Motion to Adjourn There being no further business, Mr. Worth made a motion to adjourn the February 16, 2023 meeting. Ms. Kaiser seconded the motion, which passed unanimously. The meeting adjourned at 7:24 p.m.
