M I N U T E S
The December 1, 2022 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the
Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were
present: Steven K. Kline, President; Ashley H. Kaiser, Vice President; Eric B. Johnson, Jr. and Daniel B. Worth,
Members; Charles (Chip) Koogle, Town Manager; Clifford (Kip) Matthews, Director of Public Works; Chief Robert
Hobbs, Centreville Police Department; Krystel Ebaugh, Human Resources Manager; Karen Luffman, Finance
Officer; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk.
 Following the Pledge of Allegiance and a moment of silence, Mr. Johnson made a motion to approve the
November 17, 2022 meeting minutes, as presented. Ms. Kaiser seconded the motion, which passed
unanimously.
Citizens Forum
No citizen comments were offered.
Appearances
a. Oath of Office – Jeff Kiel, Planning Commission
 Mr. Kline presented the oath of office to Mr. Jeff Kiel as a member of the Centreville Planning
Commission for a five-year term expiring April 2027.
b. FY2022 Audit – Chris Lehman, SB & Company, LLC
 Mr. Lehman made a presentation for the benefit of the Town Council, staff, and citizens.

 Mr. Johnson stated that the audit was awesome and commended Ms. Luffman on a great job.
Reports of Boards and Commissions
a. Council of Governments
 Mr. Worth reported that the COG will meet again in January and Centreville will host the meeting.
b. Economic Development
 Mr. Johnson reported that he will provide an update on opportunities as he continues to engage with the
County Economic Development.
c. Park Advisory Board
 Ms. Kaiser thanked the Park Advisory Board members, volunteers, and staff for the decorating the Town.
d. Centreville Planning Commission
 Mr. Kline reported that the Planning Commission has not met since the last Town Council meeting.
Reports of Department Heads
a. Town Manager
 Mr. Koogle reported that staff will be meeting with WATEK, the company that designed the
Westminster treatment plant, again the following week.
b. Chief of Police
 Chief Hobbs reported that officers are preparing for the Christmas parade.
c. Finance Officer
 Ms. Luffman stated that the Budget Timeline has been completed and asked the Council to review the
dates and let her know if there are any conflicts.
d. Director of Public Works
 Mr. Matthews reported the following:
 Staff worked on a water leak that occurred on November 28th.
 Two (2) staff members are out of town for training to receive their park safety certification.
 Repairs to the north sanitary sewer interceptor has been completed and the cost came in lower than
anticipated.
e. Human Resources Manager
 Ms. Ebaugh reported that she is completing the background check for a utility worker.
f. Town Clerk
 Ms. Brinkley reported the following:
 The Town received another façade improvement grant in the amount of $25,000
 A reminder that the employee Christmas breakfast will be held on December 9th at O’Shucks Irish
Pub at 8:30 a.m.

 The Christmas Parade is scheduled for the following night, December 2nd and there are
approximately 70 entries.
 Requested a change in the Volunteer dinner from January 21st to January 28th as the American
Legion has a conflict. The Town Council agreed with the change.
Citizen Comments
Joe Brown, Concerto Avenue, offered comments.
Council Roundtable
 Mr. Worth had nothing to report.
 Mr. Johnson stated that he, Mr. Worth, and Mr. Koogle toured the GTI facility. He stated it was an
opportunity to start a dialogue about the smell and that there is no reason to believe anything is unsafe. He
reported that GTI is the largest employer in Centreville and discussed with them the possibility of creating
a Q&A for the public.
 Ms. Kaiser thanked the Town staff for their work on preparing the Town for the holidays.
 Mr. Kline echoed Ms. Kaiser’s comments.
Motion to Adjourn
There being no further business, Ms. Kaiser made a motion to adjourn the December 1, 2022 meeting. Mr. Johnson
seconded the motion, which passed unanimously. The meeting adjourned at 7:31 p.m.
