Centreville Planning Commission Work Session February 2, 2022 7:00 p.m.
MINUTES
The February 2, 2022 Centreville Planning Commission work session was called to order at 7:02 p.m. by Darren Brown, Chair; in the Liberty Building, second floor meeting room. The following members and staff were present: Darren Brown, Chair; Kara Voight, Vice Chair; Pat Fox, Secretary; Patricia Cipriano, Tim Zuella and Mitchell Delaney, Members; Nancy Emerick, Alternate Member; Steven K. Kline, Town Council President; Jeffrey D. Keil, Town Council
Vice President; Sharon VanEmburgh, Town Attorney; Chris Jakubiak, Town Planner; and Betty Jean Hall, Administrative Assistant.

Chair’s Announcements Mr. Brown stated he will be resigning his position on the Planning Commission effective at the close of the February 16, 2022 regular meeting.
Discussion a. Comprehensive Plan Discussion – Chapter IV. Natural Environment; Chris Jakubiak
• Mr. Jakubiak provided the draft Chapter IV that was included in the January 19 regular meeting packet.
• Forest preservation areas are shown on a map that Mr. Kline can provide.
• Mr. Jakubiak stated when there is existing forest in a new development plan where there is going to be
clearing some mitigation has to be dedicated in terms of preservation.
• The FEMA 100-year floodplain is shown on the map provided by Mr. Jakubiak. In any given year there
is a 1% chance of having that area inundated in water. The floodplains are directly associated with the Corsica River and its tributary streams.
• The Planning Commissioners requested to identify the specific areas within the town that fall under the
Wetlands, Steep Slopes and Forests categories.
• Mr. Jakubiak has contacted the Critical Area Commission for an official Critical Area map for the Town
of Centreville. The Critical Area is limited to a band around the riparian environment.
• Mr. Jakubiak added a recommendation about modernizing the Critical Area regulations and the Forest
Conservation regulations that may be more beneficial than downzoning an area that has been identified as IDA for 40 years now. Improving the standards for floodplain management, establishing credible buffers and enforcing them.
• Coordinate with the County, State, and Federal Agencies and Non-Profits of the draft will be moved to
Chapter V.
• Ms. Fox commented that when the Comprehensive Plan is approved by Town Council it goes into effect
immediately.
• Mr. Jakubiak added that ideally the Planning Commission should be comparing this guide every time it
reads a development plan, every time an engineer advocates for his proposal as a reminder of what is in the best interest of the Town and has been committed to.
