Centreville Planning Commission Work Session September 7, 2022 7:00 p.m.
MINUTES
The September 7, 2022 Centreville Planning Commission work session was called to order at 7:00 p.m. by Kara Voight, Chair, in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Voight, Chair; Tim Zuella, Vice Chair; and Nancy Emerick, Member; Chris Jakubiak, Town Planner; Charles (Chip) Koogle, Town Manager and Betty Jean Hall, Administrative Assistant.

Discussion a. Comprehensive Plan Discussion – Chris Jakubiak, Town Planner
• Chapter VII. Transportation was supplied in the meeting packets and reviewed during this work session.
• Ms. Voight provided hard copy changes for review and discussion. The most prominent outcomes of
which were:
Expanding the footnote on page 2 to include the 2018-2019 Rt. 213 road and water/sewer construction project To add traffic can no longer directly cross due to channelized intersection at Rt. 301 at Rt. 304 in the first paragraph on page 5 Page 11 second bullet, change second sentence to read: The current “major and minor collector road” standards in the Centreville Subdivision Regulations, require the minimum right of way width at only 60
feet and should be revised to a minimum of 80 feet.
Add the tree ordinance to bullet 4 on page 11 Add another line color to Map 3 on page 14 to reflect a trail under development
• Mr. Jakubiak stated if there is an ongoing problem or safety issue with traffic the Town Council can
request the State Highway Administration conduct a traffic study if it is on a state highway. The Town Council would have to budget for a traffic study to be completed on a local road.
• Major collector, minor collector, secondary and primary local road types were discussed at length. Mr.
Jakubiak will rework the terminology to connect the terms used in the current Town Zoning Code and the Comprehensive Plan.
• Chapter III. Municipal Growth Revised Draft was supplied to members during the work session to review
prior to the next meeting.
