Centreville Ethics Commission Meeting January 30, 2020 6:30 p.m.

MINUTES

The January 30, 2020, Centreville Ethics Commission meeting was called to order at 6:33 p.m. at the Town of Centreville, Town Hall, 101 Lawyers Row. The following members and staff were present:

Martha Herman, Chair; Carrie O’Connor, Vice Chair; and Lucy Ickes-Marks, Member; Steve Walls, Town Manager; Jeff Morgan, Town Council Member; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk.

Approval of Minutes a. August 6, 2019 – Meeting Minutes

• Ms. O’Connor made a motion to approve the August 6, 2019 meeting minutes, as presented.

Ms. Ickes-Marks seconded the motion, which passed unanimously.

New Business a. Request for Advisory Opinion - #01-2020

• Ms. Herman read the Request for Advisory Opinion #01-2020 submitted by Jeff Morgan,

Town Council Member regarding Ordinance 01-2020 for the purpose to set the Town Council of Centreville’s request for a tax setoff from Queen Anne’s County each year as a tax differential.

• Mr. Morgan stated that he usually recuses himself from any Queen Anne’s County business

that is brought before the Council however, since this ordinance deals with how the Town will determine the use of taxes, he felt it important to be involved in the decision.

• Ms. VanEmburgh reviewed Chapter 54 with the Commission and asked if the County is a

party to Ordinance 01-2020 and if they Commission believes they are, is there a conflict or not.

• After some discussion, all three members stated that they did not see an issue or a conflict

with Mr. Morgan participating in the discussion of, or voting on Ordinance 01-2020.

• Ms. Herman made a motion that given the facts as presently known to the Commission they

see no conflict for Jeffrey C. Morgan to participate in the discussion and vote on Ordinance 01-2020 and he would not otherwise need to recuse himself. Ms. O’Connor seconded the motion, which passed unanimously.

Motion to Adjourn There being no further business, Ms. Ickes-Marks made a motion to adjourn the January 30, 2020 Centreville Ethics Commission meeting. The motion was seconded by Ms. O’Connor and the meeting adjourned unanimously at 4:54 p.m.
