Park Advisory Board Meeting (via zoom) Minutes March 1,2022 - 6:00 PM The March 1,2022 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair at 6:00 p.m. viaZoom. The following members and staff were present: Mike Whitehill, Chair; Sandy Simpson, Secretary; Gene Magary and Rich Ryan, Members; Shelby Anania, Council Liaison; Charles Koogle, Town Manager, and Norma Robinson, Administrative Assistant.

Review and Approval of Previous Minutes:

a Minutes from the February 1,2022 meeting were emailed for review. Mr. Ryan made a motion, which was seconded by Ms. Simpson, to approve the Annual Tree Board minutes. The motion passed by a unanimous vote. Ms. Simpson made a motion, which was seconded by Mr. Ryan, to approve the February1,2022 PAB meeting minutes. The motion passed by a unanimous vote.

Mr. Whitehill advised that construction of the pavilions at the Wharf is underway and slabs have been laid. The roof top structures are scheduled to be delivered mid-March. Barbeque grills will be installed with an ash pit. Sensory panels are part of the plan to be installed at the Wharf and Millstream Park. These panels are good for children and people with disabilities. New lighting should be installed by summer. Residents are pleased with what is taking place.

. Mr. Whitehill will construct a handrail which will be placed along the northside of the boardwalk.

. Mr. Whitehill did research on the concern of the slipperiness of the Wharf boardwalk. There is very little that can be done due to the constant upkeep and maintenance that would be required.

. The Town may apply for additional Chesapeake Bay Trust grant funds once additional signage at the Wharf has been done.

. The eradication process to clear phragmites along the shoreline will take place in season. This process will work jointly with Queen Anne's County.

. A Request for proposal (RFP) has gone out for landscaping bids. The Town is looking to extend the parks landscaping contract from a three-year to a five-year agreement.

. ^N4r. Simpson has reached out to Centreville Elementary School to include the children as part of the Arbor Day celebration. Mr. Whitehill is working with the Town Clerk to obtain trees for planting on Arbor Oay. tvtr. whitehill advised that the Holly trees planted at Centreville Elementary School during last year's Arbor Day Celebration are flourishing' w,6oardsilAB/min$es12022 Mrch l, 2022 New Business:

a Mr. Whitehill advised that Ms. Mileski has requested to place Harvest path edible trails with blueberries, blackberries, and raspberries along Millstream Trail. Mr. Whitehill will look into the process.

a Mr. Whitehill advised that the PAB will hold its Election of Offrcers at the April 5, 2022 meetrng.

He asked everyone to think about a position they would like to hold or someone to elect for the position in office. The positions are Chair, Vice Chair, and Secretary.

Discussion:

a Mr. Ryan asked if park rules are in place at the Wharf. Mr. Whitehill advised that there are signs currently there, but he will look at what is stated on the signs to see if additional signage is required.

a Mr. Ryan asked what the fee is for park usage. Ms. Robinson advised that the Town discussed a $50 nonrefundable park use fee for the use of any park.

Reports:

a Ms. Anania advised that at the last Town Council meeting Mr. Whitehill gave a very informative presentation regarding trail extensions and how they unfold within the Town's Masterplan. The Town Council thanked members of the PAB for their work and the Annual PAB report.

a Mr. Koogle thanked the PAB for their work and improvements to the Town. He stated he has visited both Town parks. Individuals and families are always present and enjoying the parks.

o Announcements for upcoming meetings and events were included in the PAB packets.

Ms. Simpson made a motion, which was seconded by Mr. Ryan, to adjoum. The motion passed unanimously. The March 1,2022 PAB meeting adjourned at 6:35 p.m.
