Park Advisory Board meeting Centreville Wharf Building November 3,2020 Minutes The November 3, 2020Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair at 6:00 p.m. at the Centreville Wharf building, 101 Water Way (Watson Road). The following members and staff were present: Mike Whitehill, Chair; Sandy Simpson, Secretary; Rich Ryan, Member; Shelby Anania, Council Liaison; Steve Walls, Town Manager; and Norma Robinson, Administrative Assistant.
Review and Approval of Previous Minutes:
Ms. Simpson made a motion, which was seconded by Mr. Ryan, to approve the October 6,2020 PAB meeting minutes, as presented. The motion passed unanimously.
Citizens Comments:
a None ADpearances:
a Elaine Studley of Centreville made an appearance on behalf of the QAC Legacy Foundation. She presented an overview of their pu{pose and mission for the community. She advised that the Legacy Foundation writes grants and offered assistance to the PAB. Ms. Studley advised that after contact with PAB member, Pricilla Mileski, the Legacy offered to purchase Christmas ornaments for the Town Christmas tree on the Courthouse square. They will also be hanging
swags on the light poles along North Commerce Street. During roundtable discussion, Mr. Walls mentioned that the omaments should be durable to outside standards. Mr. Ryan advised Ms.
Studley that the PAB needed to prirchase five additional Christmas trees for this year's Christmas tree decorating contest along Lawyers Row. The estimated cost is about $200. Ms. Studley stated she believes they can be of assistance and would check with the Legacy Foundation. Ms.
Studley thanked the PAB for their time and asked that the PAB and Town Council support their proposed future proj ects.
Old Business:
a Mr. Whitehill presented an update on current projects. He advised that the Town submitted a Request for Proposal (RFP) for revitalization and replacement of boards along the Wharf boardwalk. The bid opening is Friday, November 6,2020.
a Mr. Whitehill advised that the Town Council will be discussing comments made by former Council Member, Jim Beauchamp, to allow any remaining PAB balance to rollover each year.
a Mr. Whitehill advised that the swing set previously removed from the Wharf is still sitting at the Department of Public Works yard. The cost to relocate and affix the swing set is about $2500 and the Town does not have this expense in their budget. After discussion, Mr. Ryan made a motion, which was seconded by Ms. Simpson, to take $2500 from the PAB budget to relocate the swing set back to the Wharf. The motion passed unanimously.

a Mr. Ryan advised that there are enough girl scout troops to decorate the Christmas trees on Lawyers Row. After review from DPW, there are only seven working Christmas Trees.
Although Mr. Ryan requested funding from the Legacy Foundation for the purchase, he asked permission from the PAB to purchase the five trees for a total of twelve trees to decorate along Lawyers Row. All were in favor to have Mr. Ryan purchase the additional trees whether funding is received from the Legacy Foundation or comes from the PAB budget. Mr. Ryan advised that this year's Christmas theme is "Centreville Christmas Memories or Dreams".
a The PAB discussed decorating downtown Centreville. The scheduled date to decorate is Sunday, November 22,2020. Members and volunteers are to meet at Town Hall at noon. Mr. Whitehill asked if the request for volunteers could be posted on the Town's website and any other venue.

o Mr. Walls advised that the Town received two applications from persons interested in becoming a member to the PAB. The next step is for Town Council discussion.

Ms. Robinson presented announcements for upcoming meetings and events.
o Town Hall will be closed on Wednesday, November 11, 2020 in honor of Veterans Day.
o Town Hall will be closed on Thursday, November 26th andFriday, November 27rh recognizing the Thanksgiving Holiday Adjournment:
Ms. Simpson made a motion, which was seconded by Mr. Ryan, to adjourn. The motion passed unanimously. The PAB meeting adjoumed at 6:57 p.m.
