Park Advisory Board meeting October 6,2020 Millstream Park Pavilion, Centreville Minutes The October 6,2020 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair at 6:01 p.m. at the Millstream Park Pavilion. The following members and staff were present: Mike Whitehill, Chair; Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Shelby Brown and Rich Ryan, Members;

Steve Walls, Town Manager; and Norma Robinson, Administrative Assistant.

Review and Approval of Previous Minutes:

a Ms. Simpson made a motion, which was seconded by Mr. Ryan, to approve the September 1, 2020 meeting minutes as presented. The motion passed unanimously.

Citizens Comments:

a Natalie Bilbrough was present with comments. Ms. Bilbrough expressed her concern that additional fencing is needed around the children's play area at the Wharf Park for safety.

Appearances:

o None Old Business:

a Mr. Whitehill presented an update on current projects. He advised that the Town submitted a Request for Proposal (RIP) that would assist with the revitalization and replacement of boards along the Wharf boardwalk. Mr. Whitehill stated that landscaping at the Wharf is being done by the Department of Public Works (DPW). He stated his hope is that the Town Council will consider Southeast Lawn and Landscape to take over maintenance at the Wharf Park next year.

Mr. Whitehill thanked DPW for all of their hard work.

New Business:

o Mr. Ryan advised that he spoke with a few troops regarding decorating Christmas trees on Lawyers Row. He asked the Town staff to contact DPW to find out how many Christmas trees are still in good condition to be decorated.

o Mr. Walls advised that there will not be a Christmas Parade this year.

o Ms. Mileski advised that she has been in touch with the Legacy Foundation and they plan to hang swags on the light poles again this year. The PAB was advised that the Legacy Foundation has funds which they need to spend and has offered to purchase Christmas omaments for the North Commerce Street Christmas tree. Mr. Walls will verify if a tree will be placed this year.

Ms. Mileski asked if the Town could place large rocks along the flower bed at East Water Street and Happy Lady Lane. This would help prevent dogs from urinating on the flowers dboards,PAB/minutes/202OiSepternber l, 2020 Discussion:

a Ms. Mileski met and solicited Natalie Bilbrough and Erin Neusbaum to become a volunteer member of the PAB. Ms. Robinson took their email addresses and will email them a PAB application.

a Ms. Simpson reported that several trees at Centreville Elementary School are totally covered with vines. It was suggested that she contact QAC Parks and Recreation or contact the Board of Education to see if they have a memorandum of understanding for maintenance for school properties.

a Ms. Mileski asked if the board could have a student from QAC High School as a liaison to the PAB. The student may be helpful technically, provide good insight, and the experience could be added to their future resume.

o The next PAB meeting will be determined at a later date.

o Ms. Robinson presented announcements for upcoming meetings and events o Town Hall will be closed on Monday, October 12,2020.

Ms. Mileski made a motion, which was seconded by Ms. Simpson, to adjourn. The motion passed unanimously. The PAB meeting adjourned at 6:40 p.m.
