Subject: Formal Request for Approval – Prevention & Awareness Initiatives (No Town Funding Required) Dear Members of the Town Council, I respectfully request formal approval from the Town Council to proceed with the following prevention and awareness initiative, designed to enhance our town while expanding substance education messaging.
While current opioid-specific grant funding allows us to provide strong opioid education, the QAC Drug Free Coalition (QAC DFC) seeks to broaden outreach to include prevention messaging related to additional substances affecting youth and families. These include, but are not limited to: energy drinks, vaping, Zyn and other nicotine products, marijuana, alcohol, xylazine, and other emerging concerns.
As you know, the Town Council previously approved the use of the double-sided “Town Billboard” located on Railroad Avenue in front of the QACPS Board of Education, as well as the hanging banner space on South Commerce Street. We remain grateful for the opportunity for QAC DFC and the Drug Free Student Ambassadors (DFSAs) to utilize this space when it is not rented.
To ensure consistent prevention messaging, we respectfully request approval for the following:
Permanent Prevention Artwork on Existing Town Billboard (Railroad Avenue) We request authorization for the Opioid Education & Prevention Coordinator (OEPC) to collaborate with students and local artists to paint a prevention and awareness artwork/message on both sides of the existing wooden Town Billboard.
All supplies and materials will be funded entirely through grant funding and/or private donations.
No Town funds will be requested or required.
With these actions, the billboard will never appear blank when not rented. Organizations renting the space may continue placing banners over the painted surface as needed.
We appreciate your consideration of this request and look forward to your approval, which will allow us to continue promoting important prevention and awareness messaging throughout our community.

Ebaugh, Human Resources Manager Date: March 13, 2026 Subject: Paypoint HR Recommended Salary Scale The purpose of this memorandum is to request Town Council’s approval to implement a revised salary scale recommended by Paypoint HR, effective April 1, 2026.
The Town currently utilizes a 25-step salary scale. Paypoint HR reviewed the Town’s compensation structure and recommended adjustments to the spacing between steps to create a more consistent and equitable progression across the salary range.
The proposed scale retains the existing 25 steps, but spaces each step at a constant percentage apart, resulting in a 60% spread from the minimum to the maximum of the range. This structure equates to approximately 1.978% between each step, providing a more uniform and predictable progression through the scale.
Adopting this revised structure will improve internal consistency within the salary schedule while maintaining the Town’s current step framework.
Fiscal Impact: Implementation of the revised salary scale is expected to result in an estimated cost of $21,816, which will be incorporated within the Town’s adopted budget.
Staff respectfully request Town Council’s approval to implement Paypoint HR’s recommended salary scale effective April 1, 2026.

March 13, 2026 TO: Carolyn Brinkley, Town Manager FR: Clifford Matthews Jr, Public Works Director RE: Wharf Park Phase III Bid Awards The Town applied for and received a grant through the Department of Natural Resources, Community Parks and Playgrounds grant program in the amount of $280,722 to complete the final phase of the Wharf park.
A Request for Bids was advertised at the end of January 2026, for this final phase to include the bandshell, sidewalks/pathway, electric, lighting and parking lot completion. Eight bids were received for various portions of the work. After our team reviewed the bids, we chose the ones that best suited the needs for this project. After full review, a deficit of $179,827 was discovered.
With this in mind, and per the Request for Bids, staff chose to negotiate with the selected bidders and propose an option to have the bandshell built with electricity completed and have the parking lot graded and prepped for paving. This will allow staff time to complete this portion by fall and then apply for a new grant in September for the remainder of the work to be completed, with an anticipated date of late next year.
