Town Council of Centreville Reorganization Meeting October 16, 2025 7:00 p.m. M I N U T E S The October 16, 2025 Town Council Reorganization meeting was called to order at 7:00 p.m. by President Ashley H. Kaiser at the Liberty Building 2nd floor meeting room. The following members and staff were present: Ashley H. Kaiser, President; Daniel B. Worth, Jim A. Beauchamp, Jeffery D. Kiel, and Sandra L. Huffer, Members; Frederick E. Beu and Fred M. McNeil Members-Elect; Karen Luffman, Finance Officer; Chief Robert Hobbs, Centreville Police Department; Sharon VanEmburgh, Town Attorney; Carolyn Brinkley, Town Manager; and Gaye Adams, Town Clerk. • Following the Pledge of Allegiance and a moment of silence, Mr. Kiel made a motion to approve the October 2, 2025, meeting minutes. Ms. Huffer seconded the motion, which passed unanimously. Citizens Forum No citizens offered comments. Report of the Board of Supervisors of Elections • Ms. Jennifer Holdgreve, Vice-Chair, Board of Elections, read the August 26th Certification of Nomination, confirming that due to the adoption of charter amendment, Resolution 12-2014, paragraph 419, effective October 14, 2014, in which the Town of Centreville Board of Supervisors of Elections may cancel an election if uncontested. Frederick E. Beu and Fred M. McNeil were nominated for three-year terms to the Town Council as they were the only candidates who filed by the August 4, 2025 deadline. • Ms. Kaiser thanked Jim Watson, Jennifer Holdgreve, Jennifer Wilson, Elizabeth Pearo, and Jill Kries, members of the Board of Supervisors of Elections, for their service. • Mr. Beauchamp made a motion to accept the Certification of Election Results by the Board of Supervisors of Elections. Mr. Worth seconded the motion, which passed unanimously. Certification of Oath Administration • Ms. Adams read the certification of Oath Administration for Frederick E. Beu and Fred M. McNeil as administered by Katherine Hager, Clerk of the Circuit Court. • Mr. Worth made a motion to accept the Certification of Oath Administration for Frederick E. Beu and Fred M. McNeil; Mr. Beauchamp seconded the motion, which passed unanimously. • The Council Members welcomed Mr. Beu and Mr. McNeil to the Council. Seating of New Council Members • Prior to the new members being seated, Mr. Beauchamp and Mr. Worth expressed their sincere thanks for the many years that they were on the Council and wished their replacements much success and good wishes. • Mr. Beu and Mr. McNeil took their seat on the dais at the October 16, 2025, Town Council Reorganization meeting. Election of the Council President 2025-2026 • Mr. Kiel made a motion that Ashley H. Kaiser be elected President of the Town Council, 2025-2026. Ms. Huffer seconded the motion, which passed unanimously. • Ms. Kaiser thanked the Town Council for her re-election as President Election of the Council Vice President for 2025-2026 • Ms. McNeil made a motion to elect Jeffrey D. Kiel as Vice President of the Town Council, 2025-2026. Mr. Beu seconded the motion, which passed unanimously. Council Appointments • Ms. Huffer made a motion to appoint Karen Luffman as Finance Officer for 2025-2026. Mr. McNeil seconded the motion, which passed unanimously. • Mr. Kiel made a motion to appoint Sharon VanEmburgh as Centreville Town Attorney for 2025-2026. President’s Appointments • Ms. Kaiser appointed Ms. Huffer as Town Council liaison to the Centreville Planning Commission. • Ms. Kaiser appointed Mr. McNeil as Town Council liaison to the Park Advisory Board. • Ms. Kaiser appointed Mr. Beu as Town Council liaison to Economic Development. • Ms. Kaiser appointed Mr. Kiel as the Town Council liaison and voting member of the Queen Anne’s County Council of Governments. • Ms. Kaiser appointed herself as Town Council liaison to the Maryland Municipal League. Citizens Comments No citizens offered comments. Council Member Additional Comments Mr. Beu looks forward to being a part of the Town Council, and Mr. McNeil is also grateful for the opportunity. Motion to Adjourn Ms. Huffer made a motion to adjourn the October 16, 2025 Town Council Reorganization meeting. Mr. Kiel seconded the motion, which passed unanimously.
