On Saturday September 13th the Town held its Fishing Derby for kids ages 2-15. The turnout was fantastic, and it was a great day enjoyed by all.
The Town Council has invited the Derby winners for a Trophy Presentation.
All the winners were invited, however not all are able to attend.

RESOLUTION 10-2025
A RESOLUTION OF THE TOWN COUNCIL OF CENTREVILLE TO AUTHORIZE THE
EXECUTION OF A FOURTH AMENDMENT TO PUBLIC WORKS AGREEMENT WITH
COURSEVALL, LLC, CORSICA VII, LLC AND COMET DRIVE E, LLC
WHEREAS, the Town and Coursevall, LLC, Corsica VII, LLC, and Comet Drive E, LLC have previously executed a Public Works Agreement dated April 5, 2007, a First Amendment to Public Works Agreement dated November 20, 2008, a Second Amendment to Public Works Agreement dated July 21, 2010, and a Third Amendment to Public Works Agreement dated October 1, 2020 (collectively, the “Agreement”);
WHEREAS, the Agreement provided that the Developer construct the remaining portion of Laser Drive, which was scheduled to be completed by October 1, 2025 or upon the development of 15 acres, whichever occurs first; and WHEREAS, the parties wish to amend the Agreement related to the time for the construction of Laser Drive.
WHEREAS Coursevall, LLC, Corsica VII, LLC, Comet Drive E, LLC. and the Town wish to enter into a Fourth Amendment to Public Works Agreement to govern the terms and conditions of the construction of the Project, a copy of which is attached hereto as Exhibit A.
NOW THEREFORE, the Town Council of Centreville hereby resolves as follows:
Section 1.
The recitals set forth above are incorporated herein by reference and made a part of this Resolution;
Section 2. The Fourth
Amendment to Public Works Agreement attached to this Resolution as Exhibit “A” is hereby approved;
Section 3. The Town
Manager may make any non-substantive changes to the attached Public Works Agreement necessary to effectuate the purpose of this Resolution;
Section 4. The Town
Manager is hereby authorized to execute and take whatever additional actions are reasonably necessary to effectuate the terms of this Resolution;
Section 5. This
Resolution shall be effective immediately.

FOURTH AMENDMENT TO PUBLIC WORKS AGREEMENT
THIS FOURTH AMENDMENT TO PUBLIC WORKS AGREEMENT (the “Fourth Amendment”) is made as of the _____ day of ___________, 2025 by and between THE TOWN COUNCIL OF CENTREVILLE, a municipal corporation of the State of Maryland (the “Town”), and COURSEVALL, LLC, a Maryland limited liability company, CORSICA VII, LLC, a Maryland limited liability company, and COMET DRIVE E, LLC, a Maryland limited liability company (collectively, the “Owner” or “Developer”).
WHEREAS, the parties have previously executed a Public Works Agreement dated April 5, 2007, a First Amendment to Public Works Agreement dated November 20, 2008, a Second Amendment to Public Works Agreement dated July 21, 2010, and a Third Amendment to Public Works Agreement dated October 1, 2020 (collectively, the “Agreement”), the terms of which are incorporated herein by reference, and now desire to enter into this Fourth Amendment;
WHEREAS, the Developer is the owner of Lots D and E, and the Remaining Lands in the Centreville Business Park (collectively the “Property”);
WHEREAS, the Agreement provided that the Developer construct the remaining portion of Laser Drive, which was scheduled to be completed by October 1, 2025 or upon the development of 15 acres, whichever occurs first; and WHEREAS, the parties wish to amend the Agreement related to the time for the construction of Laser Drive.
NOW, THEREFORE, in consideration of the foregoing recitals, which are hereby incorporated into and made a part of this Agreement, and the mutual covenants and agreements set forth below, the Town and the Developer hereby agree as follows:
1. Section 2.4.1.1 of the Public Works Agreement is hereby deleted and replaced with
the following:
2.4.1.1 Time for Completion of Improvements. The Developer agrees to construct that portion of Laser Drive from its existing location and running adjacent to Lot E and intersecting at Comet Drive as depicted on the plat prepared by Davis, Moore, Shearon & Associates, LLC, dated August 2024, entitled “THE LANDS OF 152 COMET DRIVE, LLC (LOT
I AND LOT K) ON PARCEL 98 IN THE TOWN OF CENTREVILLE THIRD ELECTION
DISTRICT, QUEEN ANNE’S COUNTY, MARYLAND” and recorded among the Plat Records of Queen Anne’s County at Liber 52, Folio 94A. Laser Drive is also shown on Exhibit A attached to the Agreement. The Developer agrees to complete the construction of all of Laser Drive on or before three (3) years from the date of this Agreement or upon the development of fifteen (15) additional acres as approved by the Planning Commission, whichever occurs first. Within ninety
(90) days of the execution of this Agreement, the Developer shall update any bonds or letters of
credit for Laser Drive based on an updated cost estimate for Laser Drive so that the Town will have a bond or letter of credit in an amount equal to 125% of the updated and approved cost estimate for the construction of the remaining portion of Laser Drive. The bond or letter of credit Page 1 of 3 shall comply with Section 4 of the Agreement.
2. All other terms and conditions of the Public Works Agreement, as amended, shall
remain unchanged and in full force and effect.
3. In the event of a conflict between the terms of the Public Works Agreement, as
amended, and this Fourth Amendment, the terms of this Fourth Amendment shall control.

October 1, 2025 TO: Carolyn Brinkley, Town Manager FR: Clifford Matthews Jr, Public Works Director RE: Belvedere & Tilghman Avenue Reconstruction Engineering Proposals A Request for Proposals was prepared and advertised for Engineering Services to reconstruct the water, sewer, road, sidewalks, curb and gutters for Belvedere and Tilghman Avenues. The interested parties submitted their proposals on September 12, 2025 where they were opened and read aloud at 1:00 pm.
Two (2) qualified bids were received from local, reputable firms.
Davis, Moore, Shearon and Associates, LLC Proposal #2025062 $58,050.00 McCrone $113,500.00 This project will be paid for with a Congressional Directed Sending Grant of $2,000,000. Originally, the Town was told that Centreville would be responsible for 20% matching funds for the project. Staff were just informed that Centreville qualified for 0% matching funds.
Staff recommend awarding this bid for engineering services to Davis, Moore, Shearon and Associates LLC for the price of $58,050.
