Centreville Planning Commission Work Session October 6,2021 7:00 p.m.
MINUTES
The October 6,2021Centreville Planning Commission work session was called to order at7:00 p.m. by Kara Voight, Vice Chair, in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Voight, Vice Chair; Pat Fox, Secretary; and Tim Zuella, Member; Tim McCluskey, Town CouncilPresident; Steve Walls, Town Manager; Charles 'Chip' Koogle, Interim Town Manager; Sharon VanEmburgh, Town Attorney; Chris Jakubiak,
Town Planner; and Betty Jean Hall, Administrative Assistant.

Comprehensive Plan - Combined Working Draft o Mr. Jakubiak stated the housing section would be focused on this evening due to the low attendance of members.
r The housing section has to address two things: the needs of low-income residents and the need for workforce housing.
o Starting with defining what is affordable,30oh of income should be devoted to housing cost.
o Footnotes within the document need to be formatted correctly.
r Centreville can readily provide affordable housing based on the regional area median income established by the Department of Housing Urban Development.
o There is an issue in the makeup of the housing stock within Centreville. Currently single-family homes makeup 85% of the total housing types.
o 122 households in Centreville pay more than 40%o of their income to rent an apartment or home.
o The Town has the authority and the flexibility within its zoning framework to create opportunities to build a mix of housing units in a variety of zoning categories.
o Presently duplexes are prohibited in the R-l and R-2 zone and while they are allowed in the R-3 zone each of the two units in a duplex must have its own minimum lot area of 5,000 square feet.
o New census data is expected in the first quarter of 2022.

Council Member Report Mr. McCluskey stated the reorganization meeting for Town Council members following the election will be held tomorrow, October 7. He urged the Planning Commission members to take a more active approach in communicating with the Town Council, to write a letter to the Town Council that the spray field is critical and expand the wastewater treatment facility.
