Introduction The Applicant seeks §170-14 request for the continuation and extension §170-14.F. the mobile home park located at 311 Hammond Street, to allow for the applicant to provide a mobile home on an empty lot with an existing utility allocation.
In accordance with
§170-59 C.1.b Planning
Commission’s review is to evaluate the proposal as to consistency with the Comprehensive Plan and provide comment to the Board of Appeals.
This Application was reviewed by the Town of Centreville Technical Advisory Committee (TAC) on Monday, June 16, 2025.
The Mobile Home Park is on a parcel located at 311 Hammond Street (Map 35 H, Grid 0024, Parcel 1351) and consists of approximately 27,225 square feet (.63 acres) with R-1 zoning. They have active utility/allocations for 7 units. The 2022 aerial shows 6 units currently located on the property. The entrance is located at the corner of Alley 8 and Hammond Street.
QAC Parcel View 2022 Aerial Map 35 H, Grid 0024 Parcel 1351 1 The applicant seeks to install a 14 X 65 foot mobile home, remodeled 1990’s mobile home that the applicant notes fully complies with Department of Housing and Urban Development (HUD) standards. The materials included indicate that the unit is “…3 bedroom, 2 bathroom with block foundation, vinyl siding and asphalt shingle roof. It will be set on foundation and finished to code
after it is set…. All new plumbing, electric, HVAC, drywall, shingles etc.” The applicant intends to help make it look like a single home when finished, to help it blend in with the neighborhood.
Extension Request This site has been a mobile home park since at least 1963 and continued in 1978 through today. It became non-conforming when the R-1 zoning was adopted by the Town of Centreville for this site.
1978 1963 2 Since this project is less than 5,000 square feet of disturbance, Queen Annes County Department of Public Works has no comment and takes a neutral position on stormwater management.
R-3 Special Exception conditions Mobile Home Parks Currently R-3 zoning allows mobile home parks and includes several conditions the Planning Commission may wish to consider.
An example recommendation is the unit width (§170-21 D.1. k.2.), which allows the addition of a porch to count towards the twenty foot required width of unit if it is 2/3 of the length of the unit.
The proposed unit is 14 feet, with a 6-foot-wide porch proposed to be 11 feet in length. The overall length of the unit is 65 feet, and 2/3 of that length is approximately 43 feet. Planning Commission may recommend the extension of the length of the proposed porch (11 feet) to 43 feet (extending it by 32 additional feet.
R-3 Mobile Home Park provisions that the Board of Appeals can approve as a special exception:
§170-21 D. “1:
Mobile home parks, subject to the following provisions:
a. Access to the mobile home park shall be from a major highway or arterial street; the number and location of access drives shall be controlled for traffic safety and protection of surrounding properties; no mobile home space shall be designed for direct access to a street outside the boundaries of the mobile home park; and the interior access drives shall be at least 25 feet in width surfaced and maintained at least
25 feet in width.
b. The topography of the site shall be such as to facilitate rapid drainage and that adequate drainage facilities be provided.
c. The minimum width and/or depth of the mobile home park shall be 200 feet, and minimum total area of the mobile home park shall be five acres.
d. The minimum area for a mobile home site for parking one mobile home shall be 3,500 square feet with no dimension less than 40 feet, and with corners of each site visibly marked and numbered by a permanent marker.
e. The mobile home park shall contain at least 1,000 square feet per mobile home for community facilities, including play space, utility rooms, parking and access roads.
Any service or utility building shall be located on a minimum of 10,000 square feet.
f. The mobile home park shall be surrounded by Buffer Yard C (Appendix 1) along the street frontage of a street or major highway, and Buffer Yard D (Appendix 1) along all other lot lines or street frontage. A minimum of 15% of the total mobile home tract shall be left as open space recreational areas.
g. No mobile home shall be parked closer than 25 feet to any other mobile home or service building, and no part of a mobile home shall extend closer than five feet to the boundaries of an individual mobile home site.
3 h. Off-street parking spaces for automobiles shall be provided in the ratio of two spaces per mobile home in locations convenient to individual trailers or groups of trailers.
i. Proper provision shall be made for public water supply, sanitary sewers, refuse collection, laundry and other community facilities. Water and sewer systems shall be approved by the Maryland State Health Department.
j. Service or utility buildings are permitted within the park for use as sanitary, postal, trailer supplies, mobile home park office, convenience items or laundry; provided, however, that all use of the facilities shall be designed for occupants of the park.
k. Mobile home unit standards.
1. The unit should appear to have a permanent and continuous foundation of
masonry construction.
2. The unit is at least 20 feet wide. For single-wide units, the width can be made
up with a porch or carport addition at least 2/3 the length of the unit.
3. The unit has a pitched roof.
4. The unit is constructed under the latest (1976) HUD standards and Maryland
Industrial Buildings and Mobile Home Code.
5. The exterior walls of the unit look like wood or masonry, regardless of their
actual composition.” Consistency items: Town of Centreville: Comprehensive Plan: 2040 This extension request improves an existing mobile home park that has been in existence since before Centreville’s Zoning code was enacted. It potentially provides an additional opportunity to enhance housing options and affordability in Centreville.
Additionally, this extension to allow for the addition of this mobile home as proposed is consistent with several of the twelve State Planning visions (Page 11, Town of Centreville Comprehensive Plan:
2040), including but not limited to:
Vision 7: A range of housing densities, types, and sizes provides residential options for citizens of all ages and incomes.
Chapter 0063 - Planning Principles (Effective Oct. 1, 2025)
Housing: Enable a mix of quality housing types and affordability options to accommodate all who want to live in the state.
Conclusion – Recommendation Planning Recommendation
1) Recommend that the Board of Appeals approve the extension of the non-conforming mobile
home park to allow for the siting of the mobile home, based on any recommended conditions the Planning Commission should feel are appropriate, finding it consistent with the Town of Centreville Comprehensive Plan: 2040.

We have included responses from Planning Commission discussion below.
Traffic Circulation:
If the situation were to arise that a car enters the car wash, but does not wish to exit through any of the wash bays, we have designed the rear asphalt area to allow enough vehicle maneuverability to use the first bay (office/mechanical parking space) and the striped asphalt area to the west as the turnaround area to exit the rear parking lot. The addition of a designated turnaround area/bump out is not
ideal in the case of high-volume queue and the vehicle not being able to access the turnaround area/bump out to exit the rear parking area.
Entrance Design:
The entrance to the car wash site has been shifted to the west 17’ to allow for better vehicle movement.
Utility Allocation Estimates:
Ownership has reviewed previous water usage in the Town of Denton and can estimate 500,000 gallons of water are used in one billing quarter. Using the standard 200 gpd as one allocation; we are estimating 28 allocations for this project. Previous water usage documentation can be provided at your request.

Introduction The Applicant seeks Final Site Plan Review and Minor Subdivision Review for a proposed 6,089 SF 4-bay car wash and associated site improvements.
The Applicant seeks Final Site Plan Review (§170-22 A. (10) in accordance with the provisions of §170-47, especially
§170-47 E.3
to “…approve, conditionally approve, or reject a site plan.” Although the applicant team worked to respond to some of the items raised through TAC and Planning Commission Concept review, there are several items that are missing that are required for site plan review §170-47. This application does not appear to qualify yet for final site plan approval.
It is recommended that the Planning Commission review and discuss the issues identified in this memo along with any further or additional issues re follow up to previous Planning Commission issues identified through the concept review.
The subdivision final plat appears to be complete; however, any approval should be conditioned upon the issue of Laser drive ultimately becoming an improved public street (as defined in Town Code Minor subdivision) “…frontage on an improved public street or streets.” Any motion the Planning Commission may wish to consider regarding the final subdivision review request should be conditioned on Laser Drive becoming a public street as required by the Public Works Agreement for
the Business Park.
Should the Planning Commission wish to make a final subdivision and site plan review finding, Planning Commission should establish findings of fact as you make any motions or decisions for approval, conditional approval of rejection of this site plan.
1 Location The location of the lot to be created through subdivision is shown on the attached snips from the QAC property viewer to provide an image regarding the general context and location of the property.

Review Information for consideration This application was reviewed by the Town of Centreville Technical Advisory Committee (TAC) on Monday, April 21, 2025.
Concept and Sketch Plan review was conducted and completed at the June 18, 2025, Planning commission meeting.
Outstanding Issues/Comments for Planning Commission consideration and discussion with the Applicant:
1. Review of Application for Final Minor Subdivision Plat
As required by Chapter 138, Subdivision Regulations, the property will be located and have frontage on a private right of way which will ultimately be built and become a public facility.
As discussed previously, any approval of the subdivision/plat to create the lot should be conditioned upon the ultimate condition that we understand is required of the Business Park Public Works Agreement that Laster Drive, the road that this parcel fronts will ultimately be a public street.
3 Planning Commission should consider making any approvals subject to the condition that Laser Drive becomes a public facility consistent with the PWA condition for the Business Park.
Review of Application for Final Site Plan
§170-47 Site
Plan requirements
2. Signage: While the applicant has provided detail regarding traffic safety signage (stop sign and
parking signage) on sheet C-503-1 the information about building signage and its compliance with the requirements of Article IV §170-38 especially Attachment 9, Table 3 Centreville Design Standards regarding signs, number 5. Signage, Page 71, as well as §170-66 (Higher Standards to Prevail).
i. Currently the only item showing the proposed monument sign on the submitted items is its general location and a note (22, Sheet C-1, monument sign under separate permitting). As Planning Commission is aware, monument signs are considered a type of free standing sign in the Town Code and Design standards and applicable standards need to be demonstrated.
ii. Additionally, the renderings on sheet A-300 show a blue crab car wash building sign on the Front North Elevation, but the detail about that sign and its compliance with the Town’s sign regulations noted above is not included.
3. Lighting: The application still needs to clearly demonstrate compliance §170-47,5. f.
Location of outdoor lighting facilities (lighting plan) as part of site plan, §170-49 Commercial Property Exterior Lighting and Centreville Design Standards number 4.D Commercial Lighting Page 65.
4. Architectural Renderings
Sheet A 300 provides three elevations. There appear to be Two North Front Elevations and while a right-side west elevation is shown, the left side east elevation appears to be missing. The application should be updated to clarify and provide renderings that Planning Commission can be comfortable are complete.
4 Snips from Sheet A 300 with Front North Elevation labels Planning Commission should consider this provision of the Town of Centreville Design Standards commercial building required standards, especially the provision regarding the roofline and include any approval in your review.
Commercial buildings shall be designed to promote a pedestrian scale. To attain the continuation of a pedestrian scale, the use of sloping elements shall be required. Any alternative roofline not utilizing sloping elements must be approved by the Planning Commission.
• Site Furnishings
In the prior concept review, the applicant has nicely addressed the required commercial site furnishings to include pedestrian bench, decorative trash receptacles and special interest plantings all shown to be included in the front buffer yard. There is an amenity feature detail included on l-101, which shows the pedestrian bench surrounded by Oak Leaf Hydrangea plantings. It would be helpful to note the pedestrian bench; decorative trash receptacles and
special interest plantings proposed to comply with Centreville Design Standards Commercial site furnishings and include the applicable citation.
5. Landscaping and Buffer yards
Town Consultant Whitehill and Consultant Planner Dahlstrom reviewed the land scaping and buffer info included in the submission (Sheet L-101) and provide the following:

• Regarding Street Trees, a note should be added to Sheet L-101 in the section on Planting
Bed/Pit Preparation specifying the Deeproot® UB 24-2 barriers for the 4 Pin Oaks and 1 Linden along Laser Drive per the Town of Centreville the Street Tree Code. The applicant should probably bold or highlight that note since it is a newer requirement.
Additional information for Planning Commission:
6. The use of the existing vegetative buffer along the rear line is acceptable and it is of consistent
makeup as the Taco Bell.
7. No side yard buffers are required as this proposed parcel is the same zoning as its adjacent
side parcels (PBD) zones.
8. The proposed landscape Plan exceeds the canopy requirement of 15% per lot in PBD (1 acre
lot requires 6,534 square feet). Sheet L-1 notes 11,200 square feet of Tree Canopy.
9. Although the applicant does not address the 15% required Land Scape Ratio (LSR) per the
Town of Centreville Zone of Regulations, considering they are providing over 4,666 square feet of tree canopy beyond the required amount, the 15% LSR has been met.
6. Queen Annes County Department of Public Works
Stormwater Review – While the applicant provided additional stormwater analysis o and calculation, Queen Annes County Department of Public Works review and approval is required.
Use of existing storm drain via hydraulic analysis and determine easement o Requirements -For review and approval by QAC Public Works.
Storm drain standards are shown on sheets C-501, C-501.1, Sediment & Erosion o Control Notes & Details, along with Stormwater Management Report dated July 27, 2025, are for review and approval by QAC Public Works.
Additional Comments Director of Public Works (DPW) provided these follow-up review findings:
• Approval of the sewer connection as proposed on sheet C-101 Site & Utility Plan.
Connection is made to the existing Sanitary Sewer Manhole on the West side of the property. This eliminates the need of a curb & gutter cut and roadway repairs.
• Estimated water/sewer usage was calculated from historical data from a similar project.
Twenty-eight (28) water and sewer allocations will be required for this project, and after one 6 year usage the allocation will be re-evaluated and will be adjusted plus or minus, as necessary.
• With the proposed Oil & Grit Separators per Sheet C-101, Site & Utility Plan, Utility Key
Notes, Note B, and monthly maintenance will eliminate the need for the 1000-gallon interceptor.
• Centreville DPW suggests installing a water recycling system.
General Process Comments:
• All criteria of §138-5 and §170-47 to be met for additional submittals to PC.
• The applicant sought final subdivision and site plan approval rather than preliminary site plan
and preliminary plat. This application does not completely address all the requirements of §170-47 and is recommended for further discussions with Planning Commission.

FIRE CODE PLAN REVIEW

APPLICABLE CODE: NFPA 1, NFPA 13, NFPA 101
COMMENTS:
1. Approved fire department access roads shall be provided for every facility,
building, or portion of a building hereafter constructed or relocated. Section 18.2.3.1.1 (NFPA 1).
2. Fire department access roads shall consist of roadways, fire lanes, parking
lot lanes, or a combination thereof. Section 18.2.3.1.2 (NFPA 1).
3. A fire department access road shall extend to 50ft of at least one exterior
door that can be opened from the outside and that provides access to the interior of the building. Section 18.2.3.2.1 (NFPA 1).
4. Fire department access roads shall be provided such that any portion of the
facility or any portion of an exterior wall of the first story of the building is located not more than 150 ft from fire department access roads as measured by an approved route around the exterior of the building or facility. Section 18.2.3.2.2 (NFPA 1).
5. Fire Department Access Roads shall have an unobstructed width of not less
than 20ft, and unobstructed vertical clearance of not less than 13ft 6in.
Sections 18.2.3.4.1.1, 18.2.3.4.1.2 (NFPA 1).
6. Fire Department Access Road surface shall be designed and maintained to
support the imposed loads of fire apparatus and shall be provided with an all-weather driving surface. Section 18.2.3.4.2 (NFPA 1).

7. Dead-end fire department access roads in excess of 150 ft in length shall be
provided with approved provisions for the fire apparatus to turn around.

8. If any type of gate will be built a Knox Padlock (Manual Gate) or Knox Gate
& Key Switch (Electric Gate) will be required for emergency access. Section 18.2.2 (NFPA 1).
9. A full building plan, for any new building, shall be submitted for a Fire

With the Planning Commission’s approval, we aim to remove the existing dilapidated building and replace it with a new structure that will be
slightly repositioned from its current location. The new building will be designed to be efficient, functional, and aesthetically pleasing, all while respecting the historical character of the town.
In developing the design, we have made every effort to strike a balance between modern needs and the preservation of the town’s heritage. As a family-owned and operated business, we are deeply committed to being good stewards of the community, and we are excited about the opportunity to contribute to the local business landscape.
We are pleased to provide the following plans for your review and consideration:

As we developed our vision for the new building and improvements to the parcel of land, we worked diligently with the engineers at McCrone to adhere to the town’s design standards and regulatory codes. Due to the constrained, irregularly shaped parcel, we faced challenges with regards to the landscaping requirements. We are pleased to confirm we can easily meet the green space requirements for the property at 2551 Centreville Road. To ensure the area is
both functional and visually appealing, we have developed a well-thought-out landscaping plan that will complement the design of the new building while enhancing the overall aesthetic of the property.
The issues arise with finding an appropriate space for the required number of trees without completely blocking the view of the new building. The stormwater area, existing street signs, existing driveways, existing power poles and overhead lines restrict placement of trees as per town codes. We could plant several trees, as shown on the Proposed Condition and Landscaping Concept, in the corner of the lot to the left of the entrance that faces Rt. 213, but
it would completely block the view of the building as drivers entered the town. Our building is designed to be the focal point and blocking it with trees and buffer plantings defeats the purpose of the expense and efforts put into the updated, improved building for the lot.
In addition, due to the shape of the lot, any landscaping placement in the narrowest area of the parcel near the intersection would be considered a safety hazard as this is in the sight line view of a driver turning right off Rt. 213.
For these reasons, we are offering a Proposed Site & Alternative Landscaping Concept, which will allow the parcel of land to be tremendously improved and enhanced with a new, well landscaped building that brings beauty and value to the town of Centreville. This alternative landscaping concept includes the following requests:
• Allowance to reduce the street tree requirements
• Allowance of a columnar of evergreen planting between the two uses on the property
line to aid with an aesthetic screening of the existing metal building
• Allowance to reduce onsite plantings to low lying ground cover and shrubs
With regards to the feedback regarding the sidewalks, we discussed this at great length with our engineers and at this time, we feel the sidewalks would not only further limit the area for landscaping, but more importantly would be a safety hazard for pedestrians and traffic. With the irregularly shaped lot, bordered by two busy roads and existing entrances, which will remain, the sight line views are limited. A sidewalk on the Rt. 213 side would essentially be a
“sidewalk to nowhere” and most likely would not be used. Rt. 213, within the proximity of the parcel, is not signalized for a crosswalk, which would be a public safety concern if someone crossed Rt. 213. Rt. 18 (4H Park Road), within the proximity of the parcel, north right-of-way, has an existing sidewalk. For these reasons, we would ask that an allowance be given to waive the sidewalk requirement.
We are very excited to move forward with our plans for the new building and property improvements at 2551 Centreville Road, pending your approval. Our team has developed a thorough and efficient plan to construct the new building and enhance the surrounding property. Once approved, we are prepared to begin work immediately, with the goal of opening our new facility in 2026.
We look forward to meeting with the Planning Commission on August 20th to address any questions you may have and provide additional details about the project.

Introduction The Applicant seeks Concept Site Plan Review for a proposed commercial development/new retail space for Wood Ingenuity LLC, on the current site located at 2551 Centreville Road (Tax Map 44E, Parcel 1080). The current owners are proposing to replace the existing 2,368 sf garage and build a new 2,226 sf showroom. The intent is to remove the existing garage, adding the new showroom building, slightly relocated to improve site location and accessibility.
This application is for Concept Site Plan Review, and the Planning and Zoning Commission’s role is for review and comment. Feedback is important to assist in further consideration as the project is reviewed and to avoid confusion. This memo is intended to provide guidance and outlines a few items that PC should be aware of and wish to discuss further with the applicant.
Review Information for your consideration This application was reviewed by the Town of Centreville Technical Advisory Committee (TAC) on Monday, July 21, 2025. The applicant has worked with TAC and staff to propose an improved proposal for the site and requests that the Town consider alternative landscaping concepts (re site visibility) and consider that a sidewalk may not be warranted, or appropriate at this time and location.
Additionally, the parking should be discussed regarding the proposed location.

Future Land Use (FLU): Commercial (FLU) 2 Centreville Zoning: Centreville Atlas (QAC) C-3 Zoning Comments
1. C-3 Minimum Yard Requirements: Front 30 feet, side 20 feet and rear 20 feet (Schedule of Zone
Regulations §170 Attachment 2); with corner lot allowing zoning administrator to approved other frontage less than 30 feet.
Parcel 1080 is a corner lot per
§170-69 Lot Type A Corner Lot
(“...A lot located at the intersection of two or more streets. A lot abutting on a curved street or streets shall be considered a corner lot if straight lines drawn from the foremost points of the side lot lines to the foremost points of the lot meet at an interior angle of less than 135°…”
1. In the case of corner lots, a front yard of the required depth shall be provided in accordance
with the prevailing yard pattern, and a second front yard of half the depth required generally for front yards in the zone shall be provided on the other frontage (§170-69 definition yard “front”).
2. In the case of corner lots with more than two frontages, the Zoning Administrator shall
determine the front yard requirements, subject to the following limitations:
1. At least one front yard shall be provided having the full depth required generally in
the zone.
2. No other front yard on such lot shall have less than half the full depth required
generally.
3 The new showroom building is proposed to front Centreville Road (213) with the ½ frontage (rear yard) being the “back exterior elevation” facing 4 -H park Road (MD Rt. 18). The back of the building is proposed to be approximately 15.39 feet from the property line and heavily landscaped. This is an improved condition, as the existing garage sits right on the property line on 4-H Park Road (MD Rt.
18). The front of the building is more than thirty feet from the property line with the closest corner (NE corner) of building is shown as 30.36 feet from property line. Both side yards provided (side entrance elevation and side exterior elevation) are over thirty feet from the property line.

2. Parking and location
The amount of parking considered by the applicant is based on the §170-32 parking standard for retail uses of 1 space per 250 sq. ft. is provided (2,226 gross square feet ÷250 = 9 spaces. Currently only seven spaces and one ADA accessible space are clearly depicted on the concept site plan. It appears that two additional parallel spaces that are noted as seven feet wide by twenty feet long on the south
side of the building near the loading door area, but they are not clearly marked. The site plan should be updated to clearly identify the two additional spaces noted or seek a potential parking reduction re
§170-32 B.
Variations in Parking Standards.
The parking spaces are primarily proposed to be located on the side of the building, consistent with
§170-23 D.3
(“To minimize the impact of large expanses of parking on the pedestrian environment, parking spaces shall be located to the rear and/or sides of building.”) The Planning Commission has the ability to consider allowing the parking beside the building (required standard) per the Centreville Design Guidelines Commercial Parking.
3. Pedestrian access and pedestrian connection
Planning Commission should discuss the applicant’s request that a sidewalk on site may not be warranted and relevant at this time. As part of this discussion the Planning Commission may want to consider all the aspects and design guidelines related to the pedestrian access issue with the applicant regarding the need to provide sidewalks on the site, a consistent with Town standards and Design Guidelines (especially sidewalk and pedestrian connections on pages 51 and 52).
§170-23 D. 2.
Pedestrian walkways shall form an on-site circulation system that minimizes conflicts with pedestrians and vehicular traffic. The on-site pedestrian system shall also be linked to any existing or proposed off-site pedestrian system.
Although not a subdivision review, it should be noted that Centreville’s subdivision regulations allow for sidewalks on “at least one side of the road.” In this instance, a sidewalk is present both on the west side of 4 H road and the east side of Centreville Road/213.
§138-43 Sidewalks
requires “sidewalks on all streets… and that they be placed on at least one side of the road….”.
4. Architectural – Renderings
Applicants have kindly provided the Wood Ingenuity Showroom renderings including layouts of 1st and 2nd floors, and cross sections. The applicant has worked with the Town updating these renderings to provide a design that respects both the frontage streets of Centreville Road and 4H 5 park road and addresses many of the commercial structure requirements of Centreville Design Standards. Planning Commission may want to discuss the “prominence” of the designated main
entrance (facing Centreville RD/213) as it relates to making it a clear front entrance, versus the side entrance more closely located to the requested side parking spaces.
5. Commercial site furnishings
Permanent site furnishings, such as benches, tables and other pedestrian amenities, shall be made of durable, weather-resistant, and vandal-resistant materials and shall be consistent with the overall character and appearance of the development. They are encouraged to be provided at main pedestrian walkways, building entrances, plazas, open spaces, and other pedestrian areas. The concept site plan appears to show a standard trash receptacle located on the SW side of the site plan
that it shares with the adjacent commercial structure (2543 Centreville Road). Planning Commission and the applicant should discuss commercial site furnishings the applicant could provide at appropriate locations to be included in the site plan.
6. Landscaping, street trees and buffer yards
As provided in
§170-23 D. 1.
A minimum of 20% of the development envelopment shall be landscaped. Sheet 2 of 2 includes the calculations for the required landscaping and notes that the landscaped area proposed is actually 41.2% of the gross site area.
As noted in the cover letter, the applicant offers a Proposed Site & Alternative Landscaping Concept, to allow the parcel of land to be enhanced with a new, well landscaped building.
The site plan notes:
“THE APPLICANT IS REQUESTING RELIEF TO LANDSCAPING REQUIREMENTS FROM
THE TOWN CODE AS THE PARCEL OF LAND IS CONSTRAINED: THE LAND BEING

SERVE AS EGRESS & INGRESS, AND VISIBILITY FOR PUBLIC AND PEDESTRIAN
SAFETY. SURROUNDING THE INTERSECTION CORRIDOR.”
The alternative landscaping concept the applicant asks the Planning Commission to consider is based on the following requests:
• Reduce the street tree requirements;

• A columnar of evergreen planting between the two uses on the property line to aid with an
aesthetic screening of the (adjacent) existing metal building; and
• Reduce onsite plantings to low lying ground cover and shrubs.
Buffer yards (§170-42) The applicant notes on page 2 of 2, that a landscape Buffer yard “B” is required along MD RT 21 and 4 H Park Road. The applicant is requesting a combination of twenty-seven total canopy or understory trees (9 canopy trees required, and 18 understory trees required). The required 70 shrubs (not currently illustrated on the landscape concept) are noted to be added to the permitting plan.
Street Trees §145-6 The alternative landscaping request to reduce the required number of street trees from 9 to 7, may be granted through the waiver provisions in §145-7. Planning Commission should discuss this with the applicant.
The Zoning Administrator may provide recommendations and recommendations with conditions for this request. If the waiver is granted, the applicant shall do one of the following as approved: I
1. Plant trees to provide the required tree canopy on land owned by a public agency in a
location where the trees will provide enhanced buffers for waterways, habitat areas or other environmentally sensitive areas.
2. Pay to the Tree Fund a fee in lieu of tree planting or protection in an amount established by
the Town Council, but not less than $1 per square foot of required tree canopy area.

Background:
Proposed development of a 0.47 acre parcel located on the corner of 4H Park Road (MD Rt. 18) and Centreville Rd (MD Rt. 213). The applicant proposes redeveloping the existing commercial site with a new commercial site. The last site plan included regulatory stormwater management that met the standards at the time (2003). The County Department of Public Works authority is limited to stormwater management.
STORMWATER MANAGEMENT/ROADS:
Stormwater Management Report Comments:
1. This development must comply with stormwater regulations under the Stormwater Management Act of 2007.
Effective May 4, 2010, the Act requires implementing Environmental Site Design (ESD) to the maximum extent practicable (MEP) thus ensuring that structural practices are used only where absolutely necessary. ESD relies on integrating site design, natural hydrology and smaller, nonstructural controls to manage stormwater and maintain as nearly as possible, predevelopment runoff characteristics. The ESD practices selected for incorporation with
this development shall to the greatest extent possible, mimic natural hydrologic runoff characteristics and minimize the impact of land development on water resources.
2. Submit for engineering review a stormwater management plan. Plan shall be of sufficient detail for a
comprehensive evaluation of the proposed stormwater management system and shall demonstrate the following:
a. General drainage patterns on the property, b. Location/condition of existing conveyances/culverts and whether facilities are adequate to convey runoff from the site, c. Anticipated location and dimensions of all proposed impervious surfaces (structures, decks/patios, walk/driveways, etc), d. Selection, location and adequacy of all stormwater practices to be used, e. Design plan/profiles for selected stormwater facilities,
f. Perpetual Maintenance guidelines, and g. Narrative that describes the passage of post-development runoff and how ESD will be implemented to the MEP.
3. It is proposed that existing site impervious, approximately 53%, exceeds 40% and the proposed development
thereby be classified as Redevelopment. Design parameters direct the following for redevelopment:
a. Reduce impervious area within LOD by at least 50% b. Implement ESD to the MEP for at least 50% existing impervious within LOD c. Apply combination of a & b above.
4. There appears to be adequate area to locate appropriate stormwater management on this site. The existing dry
pond is not consistent with Environmental Site Design (ESD) and must be converted to an ESD feature or the regulatory treatment volume must be treated elsewhere, on site.
5. Calculations must be provided that demonstrate both the regulatory, Redevelopment treatment required, and the
treatment provided.
6. Describe the outfall’s downstream adequacy in terms of both the 10-year capacity and safe conveyance of the
100-year post-developed storm event.
Plan Review Comments:
1. No new stormwater management was shown on the plans.
2. The current note #11, that reads “stormwater management is an existing on-site Environmental Site Design
device,” must be revised and corrected. The existing stormwater management feature is a dry pond. This predates current ESD regulation. ESD will be required, but the reduced Redevelopment standard applies.
General Comments:
1. We will review the engineer’s construction cost estimate upon receipt.
2. Provide the following documents when submittal is made for final approval & signature:
a. Cover letter specifically responding to comments provided herein, including sheet references.
b. Plat and/or plans signed/sealed by engineer or land surveyor.
c. Executed stormwater MIA w/associated plat, if applicable.
d. SWM Completion Form(s).
e. SWM Surety w/auto renewal clause (125%) & inspection fee (8%).
3. Given that there appears to be adequate area for stormwater management (ESD), and that there is at least one
existing gravity outfall into the public storm drain system, we can recommend conditional site plan approval, subject to the applicant and his/her/their engineer coordinating with the Queen Anne’s County DPW for SWM approval prior to grading permit approval.
4. The applicant must be aware that proceeding with the Town’s site plan approval, without stormwater
management approval, includes risk. Should the resulting stormwater design cause site plan changes, the approved site plan may need to return to the Town for an amended site plan approval.
5. Copies of final, approved plans shall be delivered as follows:
a. Engineering/Roads: 1 full-size set of plans and 1 CD w/.pdf files of plans, SWM Completion Form, MIA & SWM Report b. Owner: 1 CD w/.pdf files and 1 paper copy (minimum)
RECOMMENDATION:
Conditional Final Approval is recommended subject to the above comments being addressed prior to grading permit approval.
