FINDINGSOF FACT
At a meeting of the CentrevilleTown Council held on July 29, 2025,a publicshowcause hearing was held regarding thestructure located at 2647Centreville Road,Centreville,Maryland (the “Property”) to give all interested persons an opportunity to show cause why the structure which is considered to be a dangerous building pursuant to Chapter 31 of the Centreville Town Codeshould not bedemolished in accordance with the reportof the building inspector.
PursuanttoChapter31 oftheTown Code,theTownCouncil makes thefollowingfindings offact relativetothedemolition of the Property at 2647Centreville Road:
1. The Board finds that the subject property was properly posted and that requisite
notice of the application was given in the Bay Times and RecordObserver,a newspaper printed and published in Queen Anne’s County on July 18and July 25.
2. Notice of the show cause hearing was hand delivered by private processserver to
theownerasshown on thetax records. Thereare no other mortgagees, trustees,orother persons listed in the Land Recordsof Queen Anne’s County havingan interest in the property.
3. The Property is owned by Charles F. Geschwilm. Mr. Geschwilm appeared at the
hearing in person. Mr. Geschwilm acknowledged that the structure needs to be demolished and indicated that he is in the processofobtainingdemolition proposals.
4. The Building Inspector, Hal Davis of Middle Department Inspection Agency
(MDIA), inspected the Property on April 21, 2025, and determined that the structure located on theProperty isadangerous building. Hisfindingsarearticulated in hisletterdated April 22,2025 and the attached photographs. He also testified at the hearing that the structure is an imminent dangertothe publicand meetstherequirementsofSection31-1oftheTown Codeforadangerous building. While anything is possible with money, in his opinion, repair of the structure is not
economically feasible,and thestructure needs to bedemolished.
5. Numerous attempts have been made by the Town over the years to have the
property owner repair the structure dating back to 2015. The property owner has repeatedly promised to make repairs but has not made any meaningful repairs or brought the structure into compliance withcodes.
6. Given its proximity to Maryland Route213,theTownCouncil isconcerned forthe
publicsafety ifthestructureis allowed to remain.
