This is the agenda for the Centreville Planning Commission work session on May 7, 2025 and a related May 1, 2025 letter from the County Administrator about density rules in the Traditional Neighborhood District (TND). In conjunction with the annexation for Providence at Centreville, LLC (also known as Providence Farm) the County and property owner have been working through the transfer of l0 acres located within the Traditional Neighborhood Development (TND) District. As the Town continues to review and update the TND District, the County would appreciate your consideration of reviewing the Density and Dimensional Standards as found in l7O-29.1.F. It seems that the Density and Dimensional Standards have been established to address larger parcels with a mix of uses to include residential uses and nonresidential uses. As the 10 acres of land will be subdivided from the existing parcel for the proposed uses indicated in the March 27 ,2025letter from the County, there is not a clear indication as to how llo-29.1.F.2 would be applied to an institutional use or animal service (if considered an institutional use). As well, it seems that the standards as drafted would require dwellings on all parcels that do not include a commercial use. There is no intent to build dwelling units at this County site. Additionally, l7O-29.1.F.3 and 4 set further standards for commercial buildings and commercial retail and service. In the County' March letter, Animal Services was listed as a use that might be proposed for the lO-acre site. Thank you for adding a proposed definition. As the definition indicates that this use can be a public or private agency, as it is operated by the County, it is not clear whether it is considered an institutional or commercial use. If considered a commercial use planned for an area of l0 acres, this would only allow a total floor area of 3,500 square feet, smaller than the existing County facility. If considered institutional, it could be interpretated that llo-29.1.F.2 would apply, iequiring dwelling units. Removing institutional use from llo-29.1.F.4 and adding permitted use nonresidential has not clarified whether institutional would continue to be applicable. The second statement indicates these buildings must be reviewed by the PC on a case-by-case basis and is not clear as relates to the reference to the first sentence. Requiring these reviews by the PC is appropriate, but it is not clear if these two statements are separate or intertwined. It seems that setting a standard floor area ratio for all nonresidential uses and defining nonresidential would simplify the code sections noted above. This would result in better clarity for projects that are utilizing the code once the TND is updated. Please also consider defining civic space.
