Town Council of Centreville February 6, 2020 7:00 p.m.

WORK SESSION MINUTES

The February 6, 2020 Town Council work session meeting was called to order at 7:10 p.m. by Vice President Jeffrey C. Morgan at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Jeffrey C. Morgan, Vice President; Timothy E. McCluskey, Member; Steve Walls, Town Manager; Clifford Matthews, Director of Public Works; George Jamar, Public Works Operations Manager; John

Gannon, Water/Wastewater Operations Superintendent; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk.

The Pledge of Allegiance and a moment of silence were held.

Introductions Mr. Morgan introduced the following participants:

 Virgiline Ongkingco, Maryland Department of the Environment  Chris Carski, Maryland Department of the Environment  Ryan Rangel, P.E., McCrone Engineering  Rob Sell, Vice President, McCrone Engineering Mr. Matthews introduced staff present:

 George Jamar, Public Works Operations Manager  John Connolly, Water/Wastewater Operations Superintendent Work Session Discussion  Mr. Matthews reported that based on the feedback received from MDE, the Town was required to hire an engineering firm to evaluate the water treatment plant located at North Brook. McCrone was chosen for this project based on their experience with arsenic removal and systems similar to the Town’s.

 Mr. Matthews stated that McCrone will look at the way the water treatment plant is operated. The Town will forward their daily and monthly reports for review.

 Mr. Matthews indicated that he has reached out to companies regarding the filters; looked into newer testing methods that would show arsenic readings <4 ppb; he has also been working with chemical suppliers for sequestering agents; they have sampled the filter media and the recommendation is to change the media; they are looking at the recycle rate of the water and have received pricing on equipment to attach that would

adjust the timing.

 Anne McCauley, Long Creek Way; Mary Jackson, North Brook Drive; and Fred Beu, Chesterfield Avenue, provided comments.

 Mr. Carski stated that the Town has had no violations through this process and staff have been forthcoming and accommodating to MDE’s requests. To put in perspective, Mr. Carski stated that one drop of arsenic into a 25,000-gallon pool is equal to 10 ppb of arsenic. He stated that hydrant flushing is standard practice in the maintenance of water lines to clear any sediment that may be occurring.

 There was discussion regarding the lack of citizens calling in when discolored water occurs. It was suggested that a notice be placed in the next utility bill indicating if anyone experiences discolored water to call Town Hall and report.

 Mr. Morgan asked that a work session be held when McCrone completes their study and forms their recommendations. He asked that notification of the next work session be sent out a week prior to the scheduled date.

 Alicia Palmer, Brook Run Lane, offered comments.

Motion to Adjourn There being no further business, Mr. McCluskey made a motion to adjourn the February 6, 2020 Town Council meeting. Mr. Morgan seconded the motion, which passed unanimously. The meeting adjourned at 8:17 p.m.
