M I N U T E S
The December 5, 2024, Town Council meeting was called to order at 7:00 p.m. by President Ashley H. Kaiser, at
the Liberty Building located at 107 North Liberty Street, 2nd floor meeting room. The following members and staff
were present: Ashley H. Kaiser, President; Jeffrey D. Kiel, Vice President; Jim A. Beauchamp, Daniel B. Worth,
and Sandra L. Huffer, Members; Carolyn M. Brinkley, Town Manager; Sharon VanEmburgh, Town Attorney;
Clifford “Kip” Matthews, Director Public Works; and Gaye Adams, Town Clerk.
• Following the Pledge of Allegiance, Mr. Worth made a motion to approve the November 21, 2024
meeting minutes, as amended. Ms. Huffer seconded the motion, which passed unanimously.

Appearances
a. Elaine Studley – Historic Homes Tour
• The goal for the tour with tickets was $10,000 and they reached it.
• The money raised may possibly go for new trees in the town, preservation, or cultural events.
• They were able to raise funds through varied marketing campaigns as well as direct mailers to 3000
homes.
Public Hearing
a. Ordinance 12-2024 – Site Plan Review Procedures
• The public hearing for Ordinance 12-2024 for the purpose of amending the Town of Centreville zoning
ordinance codified as Chapter 170 of the Town Code to clarify the procedures and criteria by which
site plans are evaluated was called to order at 7:15 p.m.
• Ms. Kaiser called Mr. Worth, to provide background on Ordinance 12-2024.
• Mr. Worth stated Ordinance 12-2024 is to create clear procedures the Planning Commission follows
while evaluating site plans.
• Ms. Kaiser called Ms. Adams to provide evidence of public notice for the hearing.
• Ms. Adams presented the certification of publication, that Ordinance 12-2024 was published in the Bay
Times Record Observer.
• Ms. Kaiser asked first to hear from all those in favor of Ordinance 12-2024, and then from all those
opposed. There being none, Ms. Kaiser asked for a motion to adjourn the public hearing, Mr. Worth so
moved, and Mr. Kiel seconded the motion which passed unanimously.
• The public hearing for Ordinance 12-2024 adjourned at 7:17p.m.

a. Ordinance 12-2024- Site Plan Review Procedures
• Mr. Worth made a motion to approve Ordinance 12-2024. Mr. Kiel seconded the motion. Ms. Kaiser
then called for a roll call vote, which passed unanimously.

b. Ordinance 13-2024 – Penalties Section Updates- Second Reading-Sponsored by President Kaiser

• A second reading of Ordinance 13-2024 for the purpose of amending the Town of Centreville Code to
update the penalty sections throughout the code.
• A public hearing has been scheduled for the January 2nd Town Council Meeting.
c. Resolution 19-2024 Municipal Infraction- Sponsored by President Kaiser
• Will vote on this resolution once Ordinance 13-2024 has passed.
d. Amended Ordinance 11-2024- Sidewalks- Sponsored by Council President
• Ordinance 11-2024 was amended with an additional reading for the purpose of amending Chapter 134 of the
Code of the Town of Centreville regarding sidewalks in the Town of Centreville.
• This Ordinance has been scheduled for a public hearing on January 2, 2025.
• Ms. Huffer made a comment regarding Section 134 to confirm that a permit with the Town is necessary for a
new sidewalk and no permit is needed for sidewalk repair.
• Ms. Huffer also asked if all the language dealing with curbs and curb heights is current with today’s code,
Ms. VanEmburgh stated that yes, it is.
• Mr. Beauchamp asked to change the wording to 134-1. His request is to include “other” or third parties that
are determined to be responsible for damage to sidewalks.
e. Service Line Inventory Update- Mr. Clifford Matthews, Director of Public Works
• Mr. Matthews reported that Public Works have been conducting a survey on water lines. The EPA
mandates the Town must submit inventory on what the service lines are made of.
• 976 notices with a survey have been sent out and 270 have been received. .
• Looking for cooperation from residents on returning those mandated surveys.
• The Department of Public Works will eventually be going door to door.
• Ms. Huffer asked how this project would end. Mr. Matthews stated that in 10 years, unless the EPA updates
or changes things, services lines that are identified as being lead, must be replaced. Replacement is from
the Town’s right of way to the home.
• The survey only applies to homes built prior to 1985.
Reports of Board and Commissions
a. Maryland Municipal League
• Mr. Beauchamp informed the Council that MML plays a strong role during the legislative session.
• Mr. Beauchamp also informed the Council that MML will be hosting a legislative reception on January 8th
at the Calvert House from 6-8 p.m.
b. Council of Governments
• Mr. Kiel stated the next meeting is in January.
c. Economic Development
• Ms. Kaiser had nothing to report on at this time until the Centreville Economic Development Authority
(CEDA) is re-established. Ms. Kaiser encourages volunteers to sign up for the committee.
d. Park Advisory Board
• Ms. Huffer stated the main item discussed was who the winners of the tree decorating contest were. 1st
place was the Clover Seed 4H Club. 2nd place was Girl Scout Troop 1423 and 3rd place was Girl Scout
Troop 591.
e. Planning Commission
• Mr. Worth stated the Planning Commission had a work session on December 4th and that Md. Department
of Planning Regional Planner, David Dahlstrom, spoke on the two ways a development can be completed.
• Stacey Dahlstrom, Town Planner, presented the first page of a rough draft of the revised TND ordinance.
• Next meeting is December 18, 2024, and the January 1, 2025 meeting has been cancelled.

Reports of Department Heads
Town Manager
• Ms. Brinkley reported the following:
o Mr. Matthews, Ms. Jenial Turner and Ms. Brinkley attended the Corsica Implementers meeting.
o There they continued discussions on the updated treatment plant.
o Attended the Tree Lighting ceremony the previous night, besides being cold it was a great event.
o The Centreville Town parade is on Friday December 6, 2024. The Town has a float in the parade this
year and the theme of the float is the Island of Misfit Toys.
Town Clerk
• Ms. Adams reminded everyone of the Christmas Parade, which is Friday December 6, 2024 at 6:30
p.m.

Council Roundtable
• Council Member Beauchamp stated that the Maryland Department of Transportation and the Maryland
Transit Authority will hold two open houses on the Tier II Bay Bridge Study. December 9th at
Broadneck High School 6-8 p.m. and December 11th Queen Annes County will host one at Kent Island
High School from 6-8 p.m.
• Ms. Huffer wants to be kept updated on the proposed Drapers Liquor store project. It is currently only
in concept. The other liquor store project, Hillside Liquors, is making revisions. One revision is to have
the trail be almost exactly where it was and the other will have revised architectural drawings to reflect
the Town’s architectural features as well as sloped roofs.
• Ms. Kaiser reminded that the Town lighting of the Menorah is December 28th and the Goodwill Fire
Department breakfast with Santa December 15, 2024. From 7-11am

There being no further business, Mr. Worth made a motion to adjourn the November 7, 2024, meeting. Ms.
Huffer seconded the motion, which passed unanimously. The meeting was adjourned at 7:49 p.m.

TOWN COUNCIL OF CENTREVILLE
ORDINANCE 11-2024
AN ORDINANCE OF THE TOWN COUNCIL OF CENTREVILLE AMENDING
CHAPTER 134 OF THE CODE OF THE TOWN OF CENTREVILLE
REGARDING SIDEWALKS IN THE TOWN OF CENTREVILLE
WHEREAS, the Town Council of Centreville is authorized by § 5-202 of the Local
Government Article of the Annotated Code of Maryland to adopt ordinances to protect the
health, comfort, and convenience of residents of the Town of Centreville and by § 5-217 of the
Local Government Article of the Annotated Code of Maryland to adopt ordinances requiring
property owners to keep the sidewalks clean and free from snow, ice or other obstructions; and
WHEREAS, Section 804 of the Charter of the Town of Centreville authorizes the Town
Council to adopt Code provisions regarding sidewalks in Town; and
WHEREAS, the Town of Centreville wishes to amend the current provisions of Chapter
134 of the Code of the Town of Centreville regarding sidewalks.
NOW, THEREFORE, be it ordained by the Town Council of Centreville:
Section 1. The recitals set forth above are incorporated herein by reference and made a part of this
Ordinance.
Section 2. Articles I and II of Chapter 134 of the Code of the Town of Centreville are hereby
amended as follows:
134-1 Notification Of Property Owners Of Intent To Alter Town and Property Owner
Requirement to Build, Repair or Alter Sidewalks; Removal Of Hazards
1. Sidewalks that are determined by the Town to be in need of immediate repair where the
damage is due to actions of the property owner (including adjoining property owner)
and/or its agents and contractors shall be repaired by the Town at the expense of the
property owner or adjoining property owner. Sidewalks that are determined by the Town
to be in need of immediate repair where the damage is due to anything other than the
property owner (including adjoining property owner) and/or its agents and contractors,
shall be repaired by the Town, at its expense, subject to budget allocations. Nothing
herein shall prevent the Town from seeking reimbursement from third parties
determined to be responsible for damage to sidewalks.
2. In the event that the Town Manager shall determine that sidewalks in the Town, streets,
drainage systems, or street and sidewalk lights are needed or are in need of repair,
maintenance or alteration due to actions of the property owner (including adjoining
property owner) and/or their agents and contractors, then the Town, its employees, agents
and assigns shall have the right of entry, for the purpose of accomplishing said work at
reasonable hours, upon any premises in the Town which abuts a Town street or sidewalk
for the benefit of the public. Work done pursuant to this section may include the
construction and repair of public streets and sidewalks, drainage systems, public utility
systems, the location or relocation of water, sewer, electric, telephone and cable
transmission lines, street and sidewalk lights, landscaping, as well as maintaining existing

entrances from public and private property to the street and sidewalks, and to do all things
necessary to accomplish same. Tthe Town shall notify the property owner in writing, at his
or her address as shown on the Town assessment records by ordinary mail, as to the intent
of the Town Manager requirement of the property owner to pay for regarding the
construction for new sidewalks or repair or altering of sidewalks in that street.
3. All hazards to the pedestrians or vehicles, such as fire hydrants, poles, signs, guide wires,
etc., belonging to the Town shall be relocated to the least hazardous location available. All
hazards, such as shrubbery, fences, signs, etc., belonging to the property owner shall be
relocated by the property owner within 30 days after notification by the Town
Commissioners or will be moved by the Town at the owner's expense unless a reasonable
agreement has been concluded between the property owner and the Town Commissioners
in writing.
134-2 Specifications To Be Set By Commissioners Town Council
The Town Commissioners Council will set forth such specifications as to the width, type of
construction and the cost per foot at the time of notification. These specifications and costs will be
determined at the time of planning.
134-3 Request For Hearing By Property Owner
The property owner may request a hearing before the Town Commissioners Centreville Board of
Zoning Appeals within 10 days after receipt of notification to show good cause why he or she
should not be required to pay for the cost of repairing sidewalks on or adjoining his or her
property comply with the plans or specifications as set forth. Such hearing shall be held at the next
regular meeting of the Centreville Board of Zoning Appeals under the provisions set forth in
Chapter 170 of the Code of the Town of Centreville Commissioners after request of the property
owner. Failure to make a request will indicate the willingness of the property owner to pay for the
plans and specifications for the new sidewalks or the repair or altering of existing sidewalks and
will be an authorization by him or her for the completion of the plan by the Town Commissioners.
134-4 Permit To Install Sidewalks
The property owner may also request a permit to install new sidewalks fronting on his or her
property, provided that installation is complete within 30 days after such permit is granted. No
permit is necessary for repairs to existing sidewalks unless such sidewalks are planned to be
altered.
134-5 Minimum Standards
The minimum standards for the construction of sidewalks shall be as follows:
1. Sidewalks shall be not less than four inches thick of approved material, such as concrete,
brick set in concrete, or any other suitable material as may be designated for a given area,
to be placed on a base of sand or suitable material, not less than two inches thick.
2. Concrete shall be finished with a course finish. Expansion joints shall be placed at uniform
intervals from five to eight feet.
3. Sidewalk height shall be the height of the curb with not less than one-fourth-inch slope or
more than one-half-inch slope in five feet of width.
4. Curb entrances for both residential and commercial frontages to be as follows:
1. Maximum width for 100 feet of frontage shall be no more than two twenty-five-
foot entrances. Each entrance to be placed five feet from the property line and have
a distance of 40 feet between the entrances.

2. Maximum width for a two-hundred-foot frontage shall be no more than two
entrances up to 35 feet in width, placed five feet from the property line and have a
distance of 120 feet between the entrance. Frontage of more than 200 feet will be
permitted two entrances with a minimum of 120 feet between them.
3. Frontages of less than 100 feet but more than 60 feet shall be permitted one entrance
not to exceed 25 feet in width, placed five feet from the property line on either side.
4. Frontage of 60 feet or less will be permitted one entrance not to exceed 16 feet in
width.
5. No entrance shall be less than five feet from the curb radius of an intersection.
6. All sidewalks across entrances shall be of approved material not less than six inches
thick.
134-6 Failure Of Property Owner To Comply; Costs
Upon failure of any property owner to comply with the provisions of this article, the Town
Commissioners shall is authorized to cause the construction, repair or altering of the sidewalk to
be made and shall charge the cost of same against the property as a lien thereon, collectible in the
same manner as Town taxes or by action at law; provided, however, that before said cost shall be
determined and become a lien, the property owner shall be notified by ordinary mail of the placing
of the lien. of a hearing to be held before the Town Commissioners Council wherein he shall
show cause, if any, why said costs shall not be assessed against him and a determination of costs
shall be made by the Town Commissioners and the property owners so informed. Any property
owner feeling aggrieved by said determination of costs shall have the right to appeal to the Circuit
Court for the county within 30 days after the date of the determination. The Town, its employees,
agents and assigns shall have the right of entry, for the purpose of accomplishing said work at
reasonable hours, upon any premises in the Town which abuts a Town street or sidewalk for
the benefit of the public. Work done pursuant to this section may include the construction and
repair of public streets and sidewalks, drainage systems, public utility systems, the location or
relocation of water, sewer, electric, telephone and cable transmission lines, street and sidewalk
lights, landscaping, as well as maintaining existing entrances from public and private property
to the street and sidewalks, and to do all things necessary to accomplish same.
134-7 Time Limit For Removal
The owners of any premises in the Town of Centreville on business and commercial zone
properties that has a sidewalk or footpath used by the public shall remove all snow and ice from
said sidewalk within 24 hours following the cessation of the snowfall.
134-8 Liability
Whenever any premises situated in the Town of Centreville shall not be kept free of snow and ice
as set forth in § 134-7 above, the Town Council of Centreville is not in any way responsible or
liable for the removal of the snow and ice or any accidents caused by the nonremoval of the snow
and ice or any accidents caused by the nonremoval of the same in that the individual property
owner is completely liable and responsible for the same.
134-9 Violations And Penalties
Violation of the provisions of this article shall constitute a municipal infraction, subject to the
penalties provided in § 1-14.B.5.a b of the Town Code.

Section 3. If any section, subsection, sentence, clause or phrase of this ordinance or of the codes
hereby adopted are, for any reason, held to be unconstitutional, such decision shall not affect the
validity of the remaining portions of this Ordinance or those codes.
Section 4. This Ordinance shall become effective twenty (20) days after its enactment.

TOWN COUNCIL OF CENTREVILLE
ORDINANCE NO. 13-2024
AN ORDINANCE OF THE TOWN COUNCIL OF CENTREVILLE TO AMEND THE CODE OF
THE TOWN OF CENTREVILLE TO UPDATE THE PENALTY SECTIONS THROUGHOUT
THE CODE
WHEREAS, Section 6-102 of the Local Government Article of the Annotated Code of Maryland
and Section 304 of the Charter of the Town of Centreville authorize the Town Council to provide that
violations of Town Ordinances are a municipal infraction subject to a fine not to exceed $1,000;
WHEREAS, Section 6-101 of the Local Government Article of the Annotated Code of Maryland
authorizes the Town Council to provide that violations of Town Ordinances are punishable as a
misdemeanor subject to a fine not to exceed $1,000 or imprisonment not to exceed six (6) months or both;
and
WHEREAS, the Town Council wishes to clarify the penalties throughout the Town Code.
NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of Centreville:
1. That the Town Code is hereby amended to include the text of which is attached hereto as
Exhibit “A” with new material shown in bold underlined and deleted language shown with
bold strikeout.
2. This Ordinance shall become effective on the twenty-first day after its enactment.

5. Penalties
a. The following penalty sections wherein the penalty is a municipal infraction are revised to
provide that violation of the provisions of the chapter (or article) shall constitute a
municipal infraction, and said person or persons violating the chapter (or article) or any
section thereof shall be subject to a fine for a Class A Municipal Infraction as adopted by
the Town Council by Resolution, provided that a citation is served upon said person or
persons in the manner prescribed by § 6-103 of the Local Government Article of the
Annotated Code of Maryland. The fine is payable by the offender to the municipality within

Amend § 7-4 Violations and Penalties (Alcoholic Beverages)
A violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a b of the Town Code.
Amend § 11-6 Violations and Penalties (Amusements Arcades and Pool Halls)
A violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a b of the Town Code.
Amend § 24-2 Violations and Penalties (Brush, Grass and Weeds)
Violation of the provisions of this chapter shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.d a of the Town Code. In addition to the penalties provided in § 1-14.B.5.d a of the Town Code, the
Town may take such other lawful action as is necessary to prevent or remedy the violation, including cutting or
removing the brush, grass, or weeds, and assessing the costs for the removal as a lien against the property
collectible in the same manner as real estate taxes.
Amend § 31-9 Violations and Penalties (Buildings, Dangerous)
Any owner, occupant, mortgagee, trustee, lessee or any other persons having an interest in any dangerous building
as shown by the Land Records of Queen Anne’s County who shall fail to comply with any notice or order to repair,
vacate, or demolish said building issued by any person authorized by this chapter to give such notice shall be in
violation of this chapter and said violation shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a b of the Town Code.

The violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a c of the Town Code.
Amend § 50-14 (Elections)
Any person that violates any of the sections of this chapter shall be guilty of a misdemeanor subject to the penalties
provided in § 1-14.B.5.b d of the Town Code.
Amend § 59-5 (Firearms)
Violation of the provisions of this chapter shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a c of the Town Code. Each day such violation, as defined above, continues shall be considered a
separate offense.
Amend § 62-10 Violations and Penalties (Firesafety)
The owner or owners, occupier or occupiers who shall obstruct or refuse to permit the free entrance to and the
inspection of any premises, buildings, or structure or neglect or refuse to comply with the terms and conditions of
the order herein authorized to be issued by the Town Council of Centreville, unless the same shall be revoked, or
who shall violate any other provision of this article shall be guilty of a misdemeanor, subject to the penalties
provided in § 1-14.B.5.b d of the Town Code.
Amend § 66-50 Violations and Penalties (Floodplain)
Violations of these regulations or failure to comply with the requirements of these regulations or any conditions
attached to a permit or variance shall constitute a misdemeanor, subject to the penalties provided in § 1-14.B.5.b
d of the Town Code. Any person responsible for a violation shall comply with the notice or stop work order. Each
day a violation continues shall be considered a separate offense. Nothing herein contained shall prevent the Town
of Centreville from taking such other lawful action as is necessary to prevent or remedy any violation.
Amend § 88-7 Violations and Penalties (Noise)
Any violation of this article shall constitute a municipal infraction, subject to the penalties provided in § 1-14.B.5.a
b of the Town Code.
Amend § 95-11 Violations and Penalties (Peddling And Soliciting)
Violation of the provisions of this chapter shall constitute a municipal infraction, subject to the penalties provided
in § 1-14.B.5.a b of the Town Code.
Amend § 99-7 Violations And Penalties (Fraudulent Petitions)
Any violation of provisions of §§ 99-1 through 99-6 of this chapter shall be deemed a misdemeanor, subject to the
penalties provided in § 1-14.B.5.b d of the Town Code.
Amend § 115-42 Violations And Penalties (Sewer Use)

A. Any person who shall continue any violation beyond the time limit provided for in Article VIII, § 115-41,
shall be guilty of a misdemeanor, and on conviction thereof shall be subject to the penalties provided in §
§ 1-14.B.5.b d of the Town Code. Each day in which any such violation shall continue shall be deemed a
separate offense.
B. Any person who knowingly makes any false statements, representation or certification in any application,
record, report, plan or other document required to be maintained pursuant to this chapter or industrial
waste permit, or who falsifies, tampers with, or knowingly renders inaccurate any monitoring device or
method required under this chapter shall, upon conviction, shall be guilty of a misdemeanor subject to the
penalties provided in § 1-14.B.5.b d of the Town Code.
C. Violation of this chapter shall be a matter of public record and open to public review and reproduction upon
request. In addition, the Town may, in its discretion, publish information pertaining to any violations of this
chapter in any newspaper of general circulation within the Town and/or on the Town’s website.
Amend § 123-2 Violations And Penalties (Smoking)
A violation of this chapter shall constitute a municipal infraction, subject to the penalties provided in § 1-14.B.5.a b
of the Town Code.
Amend § 129-16 Violations And Penalties (Solid Waste - Littering)
Violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided in
§ 1-14.B.5.d a of the Town Code.
Amend § 129-38 Violations And Penalties (Solid Waste - Waste Collection)
Violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided in
§ 1-14.B.5.d a of the Town Code.
Amend § 129-43 Enforcement (Solid Waste - Pet Waste)
Violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided in
§ 1-14.B.5.d a of the Town Code.
Amend § 134-9 Violations And Penalties (Streets and Sidewalks – Snow and Ice Removal)
Violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided in
§ 1-14.B.5.a b of the Town Code.

Violations of this chapter or failure to comply with any of its requirements shall constitute a municipal infraction,
subject to the penalties provided in § 1-14.B.5.a b of the Town Code.

Violation of the provisions of this article shall constitute a municipal infraction, subject to the penalties provided in
§ 1-14.B.5.a b of the Town Code.
Amend § 158-2.A Violations And Penalties (Vehicles, Non-Self-Propelled)
A. Any person, firm or corporation violating any of the provisions of this chapter shall receive a citation, either
in person or by having same placed in a conspicuous place on the vehicle, which he, she or it was using at
the time of the violation of said provisions, to appear before the District Court of Queen Anne’s County, to
answer a charge of violating the provisions of this chapter; provided, however, that if the person, firm or
corporation may appear at the Town Office of the Town of Centreville within the times and dates designated
by Article I of Chapter 154, Vehicles and Traffic, and pay the fine or fines set forth in § 1-14.B.5.d a of the
Town Code; the payment of such fine, shall have the effect of dismissing the citation.
Amend § 170-68 Violations And Penalties (Zoning)
A. Any person, firm, or corporation who defaces, removes, or destroys an official warning, safety or stop work
signs; or who interferes with or threatens, in any manner, any person engaged in the performance of a duty
required by the terms of this chapter shall be guilty of a misdemeanor, subject to the penalties provided in
§ 1-14.B.5.b d of the Town Code.
B. All other violations of the provisions of this chapter or failure to comply with any of its requirements
including but not limited to construction or alteration of any building not in accordance with plans approved
under regulations herein shall constitute a municipal infraction subject to the penalties provided in § 1-
14.B.5.c of the Town Code.
C. The owner or tenant of any building, structure, premises or part thereof, and any architect, builder,
contractor, agent, or other person who commits, participates in, assists in, or maintains such violation may
be subject to the penalties provided in A and B above.
D. Nothing herein contained shall prevent the Town from taking such other lawful action as is necessary to
prevent or remedy any violation.

RESOLUTION 19-2024
A RESOLUTION FOR THE PURPOSE OF ESTABLISHING CERTAIN FINES TO BE PAID TO THE
TOWN OF CENTREVILLE FOR MUNICIPAL INFRACTIONS PURSUANT TO THE AUTHORITY SET
FORTH IN THE TOWN OF CENTREVILLE CHARTER AND CODE OF THE TOWN OF
CENTREVILLE, AND ALL MATTERS RELATING TO SAID FINES.
WHEREAS, §1-14 of the Code of the Town provides that fines for municipal infractions shall be set by the
Town Council by Resolution; and
WHEREAS, this Resolution is intended by the Town Council of Centreville to replace any fines contained
in other resolutions that conflict with the amounts included in this Resolution; and
WHEREAS, all provisions contained in other Resolutions not changed by this Resolution shall remain as
originally approved by the adoption of their respective Resolutions.
NOW, THEREFORE, BE IT RESOLVED by the Town Council of Centreville that the fines for municipal
infractions shall be as follows:
Class A Municipal Infraction: From $20 for first offense; From$50 for second offense; From $100 for each
subsequent offense
Class B Municipal Infraction: From $100 for first offense; From $200 for each subsequent offense
Class C Municipal Infraction: From $500 for first offense; From $1,000 for each subsequent offense
