164-1 General Rules And Regulations
These rules and regulations cover the Town-owned waterfront properties including South Pocket Park (103 Front Street), North Pocket Park (115 Front Street), and the Centreville Wharf Property (Watson Road). No vessel, other than the one owned and registered by the slip renter, may dock in a Town slip. Slips are offered annually for lease, and no transient dockage is permitted in the leased slips, with the exception of emergencies. All motor vehicles shall park in designated parking areas only, and only annual slip renters shall be permitted to park overnight.
Renter decals must be displayed for overnight parking, or the vehicle owner will be ticketed. There shall be no parking of trailers at the Wharf at any time. Transient public boat docking at the Centreville Wharf and Wharf Pocket Parks is encouraged along the bulkhead. Transient public boat docking at the Centreville Wharf is free from dawn until 9:00 p.m. Transient boats parked after 9:00 p.m. must pay an overnight fee as determined by resolution of the Town Council.
The Centreville Wharf and Wharf Pocket Parks are trash-free facilities. No littering is permitted. All rubbish, trash, and other refuse shall be removed from these facilities and the dock area. Any personal belongings, equipment, etc., left on or around the Wharf and/or parking area for a period longer than 48 hours shall be disposed of by the Town.
Transient boats docked at the Town-owned waterfront properties for more than 72 hours without written permission may be removed at the vessel owner's expense as outlined under the provisions of Natural Resources Article § 8-721.1. Parking and the use of the Centreville Wharf and Wharf Pocket Parks, including the transient slips. The owner and/or user of a boat, and all members accompanying that individual, agree to indemnify and hold harmless the Town in all claims, lawsuits, and other legal proceedings relating to use of or condition of the Town's facilities. Violations of these regulations are municipal infractions, and the following fines shall be in addition to the costs of removal and storage of the violator's vessel.
Fines shall be as follows: First offense: $50. Second offense: $75. Third offense: $100. Each subsequent offense will entail a fine of not more than $100 each.
Where the offense is of a continuing nature, each day's violation shall be deemed a separate offense. The registered owner of any boat in violation of this chapter shall be considered the violator. Citations for these violations shall be issued, and regulations enforced, by any sworn police officer, the Town Manager, or their designees.
164-2 Boat Slip Rules And Regulations
No vessel shall dock in the finger piers at the Centreville Wharf without the completion of a rental agreement, payment of all required fees, and compliance with the rules and regulations. The slip lease will run from April 1 through March 31 of the following year. Boat slip rentals are to be determined by use of a waiting list and preference will be given to State of Maryland registered boaters. Payment in full must be received by March 15 of each year.
Failure to pay slip rent in full by this date of the applicable year will result in termination of slip rental rights, and the slip will be offered for lease pursuant to the rules and regulations for the Centreville Wharf. A slip holder must keep a vessel registered in the slip holder's name and in the slip during the boating season of April through October. Violation of this regulation may prohibit rental eligibility for the following year. A slip may be passed from spouse to spouse during the annual lease period, provided the new renter is otherwise and owns a vessel suitable for the slip.
During the period of November through March, a vacant slip may be used by another vessel with the slip holder's knowledge and permission and after written notification to and approval by the Town of Centreville. A slip holder must relinquish the slip if he or she is no longer eligible when he or she no longer owns a suitable boat, if his or her boat is not insured, or if his or her fees have not been paid in full. A slip holder shall maintain his or her vessel in a reasonable, safe, environmentally responsible and orderly manner and must have valid liability insurance. Slip numbers shall be assigned by the Town of Centreville.
No slip movement or trading is permitted. Violation of this regulation will result in forfeiture of the slip. The slip rent shall be determined by the Centreville Town Council.
