11-1 Title
This chapter shall be known and may be cited as the "Amusement Arcades and Pool Halls Ordinance."
11-2 Definitions And Word Usage
When not inconsistent with the context, words used in the present tense include the future; words in the plural number include the singular number, and words in the singular include the plural number. The word "shall" is always mandatory and not merely directory. For the purpose of this chapter the following terms, phrases, words and their derivations shall have the meaning given herein: AMUSEMENT ARCADE/POOL HALL. Any building, bar, private club, place or area wherein four or more amusement devices or two or more pool tables are located. AMUSEMENT DEVICES. Any machine which, upon the insertion of any coin, slug, token, plate or disk, may be operated by the public specifically for use as a game, entertainment or amusement, whether or not registering a score.
It shall include but not be limited to such devices as video games, pinball machines and all games, operations or transactions similar thereto under whatever name they may be indicated. PERSON, FIRM, CORPORATION, or ASSOCIATION. Includes the following: any person, firm, corporation or association which owns any such amusement device; the person, firm, corporation or association in whose place of business any such amusement device is placed for use by the public; and the person, firm, corporation or association having control over such amusement device. REGULAR SCHOOL DAYS. Any day or part of a day that any school age children, as defined herein, are required to be in attendance at whichever school they are enrolled in. RESPONSIBLE ADULT. Any employee of any person, firm, corporation or association that operates any amusement arcade and is over the age of 18.
SCHOOL AGE CHILDREN. Any children who are enrolled in any private or public school grades kindergarten through 12th grade. TOWN. The Town of Centreville.
11-3 Admission Of School Age Children Prohibited
School age children shall not be allowed on the premises of any amusement arcade during regular school hours, and it shall be the responsibility of the person, firm, corporation or association that owns or operates an amusement arcade to deny admission to said arcade to school age children during regular school hours.
11-4 Persons Under 16 In Pool Halls
It shall be a violation of this chapter for any owner, person, firm, corporation, association, proprietor or tenant of a commercial pool room/hall or establishment to permit or allow persons under the age of 16 years old to play pool or billiards within the Town of Centreville.
11-5 Presence Of Adult Required In Establishments
During all hours that an amusement arcade/pool hall is open for business, it shall be the responsibility of the person, firm, corporation or association that owns or operates said arcade/pool hall to have at least one responsible adult employee present in the arcade/pool hall premises to ensure the orderly and peaceful conduct of the customers.
11-6 Violations And Penalties
The violation of the provisions of this chapter shall constitute a municipal infraction, subject to the penalties provided in § 1-14.B.5.b of the Town Code.
